Swartz said that KMSP wants the show from 10 to 11 p.m., but that each show would be seen the day after it was carried by the network. KMSP has no network affiliation. It is unlikely that NBC would allow "Tonight" to be shown on the local CBS affiliate, WCCO-TV (Ch.

4) or the ABC affiliate, KSTP-TV (Ch. 5). Drazek said the 17-year-old "Tonight Show" has Declined steadily in viewer interest, especially among young' people. In other markets including Milwaukee, Salt Lake City and Denver the show's ratings seemed to Improve if it followed a half-hour entertainment program rather than the news, she said. NBC said Friday that It was taking the show away from wTCN-TV (Ch. 11) rather than let it be delayed a half-hour, said Cece Drazek, the station's promotion director. There will be no show Monday. She said the decision, which came as a surprise to the station, followed WTCN's request to move "Tonight" from 10:30 to 11 p.m., making room for reruns of "MASH." The network requires that all stations carry the show In the same time slot to avoid situations in which It could compete with other network programs, she said. Stuart Swartz, general manager of KMSP-TV (Ch.

Swartz said reruns of "The Carol Burnett Show," seen on WCCO-TV (Ch. 4) at 10:30 p.m., have led the ratings In that time period. "Tonight" and ABCs "Newsline" have been in third or fourth place, with KSTFs reruns of "Saturday Night Live," from its early years, ranking second, he said. Beginning Monday, WTCN's schedule will be "M'A'SITat 10:30 p.m., "The Mary Tyler Moore Show" at 11, "The Bob Newhart ShoW'at 11:30 and "Mission Impossible" at midnight.

With network permission, WTCN will begin carrying a new show, "Late Night With David Letter-man" at midnight on Feb. 1, Drazek said. Before assuming Audubon's top regional job in 1978 Madson had been active In other positions within the organization and as chairman of the Committee to Save North Dakota, a group of farmers opposed to Garrison Diversion. He was instrumental In organizing the committee In 1972. Madson, who was paid about $32,000 by Aubudon last year, said he will appeal his dismissal to the group's national board of directors. He said he will continue to belong to Audubon, which has 20,000 members In the region. Homer Engelhorn, manager of the Garrison Diversion Conservancy District, the project's prime promoter In North Dakota, told the Associated Press yesterday that he was pleased with the firing of Madson.

"He's been a thorn in the side of the project" said Engelhorn, of Carring-ton, N.D. "He was able to persuade the national (Audubon) directors into a lot of litigation that has cost everyone thousands of dollars." Engelhorn added that Madson has been "quite an opponent No doubt about that" By Dean Rebuffonl Staff Writer Richard Madson, a well-known environmentalist, has been fired as the National Audubon Society's top official for the region that includes Minnesota and North Dakota. Madson, of Jamestown, N.D., said Saturday that the firing was prompted by his alleged refusal to obey a society directive to move Its regional headquarters from Jamestown to the Twin Cities. For the last three years he had been director and vice president of the society's five-state North Midwest Region. Madson, 34, said he had questioned the justification for relocating his headquarters, arguing that It would hinder the society's work In North Dakota, particularly its fight to kill the Garrison Diversion project But he contended that he had begun steps to relocate when he was notified of his dismissal last week by Rupert Cutler, Audubon's senior national vice president Cutler, who was in St Paul yesterday for an Audubon meeting, said Madson was fired because he resisted relocation plans.

"The decision to move to the Twin Cities Is part of a long-term Audubon policy to locate its regional staffs In strategically located metropolitan centers," said Cutler. "We also offered Rich a consultantship with Audubon so he could continue to work entirely on Garrison and not on the other duties of the regional vice president He chose not to accept that" PAINT and WALLPAPER 4009 MINNEHAHA AVE. "I probably would have accepted It if I was convinced that Audubon would remain committed to the fight against Garrison until it is won," he said. "But I wasn't convinced that Audubon would continue Its campaign against a project that it has said it considers to be a top priority' target" For the last 13 years Madson has been the most persistent critic of Garrison, a $1 billion federal proposal to irrigate 250,000 acres of dry farmland.
