Jl, By RICK DU BROW HOLLYWOOD (UPI) -The Democratic Convention lost a major television op-, portunity to present its presi- dential ticket to home viewers in prime time yesterday when other important party matters held off the highlight until much later.

No sensible person, of course, would suggest that a political party tailor everything it does to fit television, particularly if it means upsetting the democratic process or making concerned delegates and others play second fiddle to the home screen. On the other hand, the Democrats at the Miami Beach gathering did in fact let key video hours slip away on this fourth, final and climactic convention night when home screen impact might be a valuable springboard for candidates aiming for the White House. THE result, as television newsman Howard K. Smith pointed out earlier in the evening, was that a national political convention was going to reach a peak in the wee hours for much of the country, and thereby undoubtedly get a minimal audience. Today, after all, is a working day for most people, and one can be reasonable certain that many viewers who might have wanted to watch nevertheless tuned out when the late finale of the proceedings became inevitable.

After some other party matters, nominations for vice persident finally began, when prime time was almost over in the eastern part of the nation. What with the various people running and the nominating speeches for them, balloting for this half of the party ticket did not get started until about 12:30 a.m. EDT today. SMITH'S broadcasting Richard C. Stein, lawyer film rights and asked Stein to remove all cameras for Thurs day's game and give Davis time to fly to Iceland and discuss the matter in detail Stein said he agreed and even made out a written agreement backstage in the hall.

This matter of late-in-the-night proceedings has been a video problem and therefore, in a sense, a political problem ever since the convention began because the Democrats simply got started too late each evening. It is unfortunate that they finally paid the price for this scheduling on their big fourth night and even more unfortunate that it denied many viewers a chance to see a high spot of American politics. IRONICALLY, the Demo- crats have shown a keen awareness of television both before and during the convention. For two days before the convention started, they had the national video telethon that raised a lot of money for the party. During the convention they altered some proceedings so they might be more effective on the home screen.

At any rate, this video awareness was a casualty at the convention's final session. Network newsmen were scrambling all over for interviews to keep things going on the home screen between the session's newsworthy events. Music, no less, was utilized at the convention to help smooth over some blank spots. Almost everyone was interested in McGovern's choice for his running mate, Sen. Thomas Eagleton of Missouri, a 42-year-old virtual newcomer to national fame.

But with the late, late proceedings, it is probable that many viewers went to sleep not knowing much more about than they did before the telecast began. Sam and Jim rescue a woman and her son who have been kidnapped REYKJAVIK, Iceland (UPI) The committee in charge of the $250,000 international chess championship today turned down Bobby Fischer's request to overrule Referee Lothar Schmid and take away the forfeit point awarded to Rus sian Boris Spassky. The committee, composed of Schmid, his deputy, representatives for the two players and the organizers, said it would meet again later in the day to discuss Fischer's complaints about conditions under which the match is being played. Spassky, the reigning world champion, was awarded one point Thursday when Fischer refused to play the second game of the match, giving him a 2-0 lead. The tempermental American said he would not play until four closed circuit television cameras were re moved from the chess hall.

The committee announced its ruling following a two-hour meeting. Deputy Referee Gud- mundur Arnlaugsson said both Fischer and Spassky would be invited to the second meeting to discuss Fischer's complaints. While Fischer main com plaint was against the television cameras, he has also protested the lighting in the hall, the size of the chess pieces, the thickness of the drapes and the conduct of the spectators. The big question remained! one that has haunted the Signals from five U.S. Navy navigation satellites are being used by 50 shipborne units of American oil companies to position drilling rigs in offshore areas.

"He talked to me about anything else but the match," Olafsson said. "He lost interest in it six months ago." 24 Games Fischer dropped the first of the possible 24 games to Spassky, who needs 12 points a win counts one point, a draw one-half point to retain his title.
