The building is to remain a neighborhood social service center. At the meeting of the Redevelopment Commission Wednesday, the city agency agreed to the sale of Brown-Starks Center to the Housing Authority.

Now, said Bob Lane, the authority's executive director, the federal Department of Housing and Urban Development must approve the sale this summer, he hopes. While the Redevelopment Commission approved the sale, it did not come to a conclusion about the use of the proceeds, LaMar said. The commission wants the members of the consortium that built Brown-Starks to agree, if possible, on the use of the funds. One proposal has been to use the money left, after paying off the mortgage of the building, to help renovate a building near Fairmont Elementary School, owned by Rauch, which trains and counsels the developmentally disabled and is a member of the consortium that built Brown-Starks. Rauch is planning to renovate part of the building for classrooms that would be better suited to the Head Start preschool program, as well as for offices and other uses.

The Redevelopment Commission has committed about $300,000 to the estimated $770,000 cost of the project. Rauch has proposed using the proceeds of the Brown-Starks sale, after paying off the building's mortgage, to help pay for the renovation. For its part, Interfaith believes it should share in the proceeds from the Brown-Starks sale, Thompson said. He is seeing an increasing need for the free food, clothing and other services his agency provides, Thompson said, and like many other agencies depending on contributions, the income of Interfaith has been declining. Initially he thought the $115,000 Interfaith originally invested in Brown-Starks might be available after the sale, he said.

But there could be as little as $38,000 available, Thompson estimated, after paying off the Brown-Starks mortgage and distributing shares of the proceeds to Rauch, the New Albany-Floyd County School Corp. and the city Redevelopment Commission, the other investors. But an additional $38,000 would be a significant help for budget of Interfaith, which is only about $400,000 a year, Thompson said. LaMar said the rules of the neighborhood center corporation require money from the sale of its assets to be used for other corporation initiatives. He said he doesn't know of any initiatives at this time, other than renovating Fairmont center.

But he's expecting Interfaith to make a presentation next week about how it thinks money from the Brown-Starks sale should be used. If the neighborhood center corporation decides to pay off the Brown-Starks mortgage and distribute the remaining funds to the agencies that invested in the building, LaMar said he believes the corporation would be dissolved. The building is the only asset of the corporation, LaMar said. Bettye Dunham, chief executive of Rauch, was out of town yesterday and couldn't be reached for comment. Louisvillian found dead on freeway The Courier-Journal A Louisville man was found dead early yesterday in the eastbound lanes of the Gene Snyder Freeway, just under an overpass at Deering Road.

Ronnie McClure, 75, died at 5:55 a.m. of multiple injuries from a fall, said Jim Minton, Jefferson County deputy coroner. McClure lived in the 11000 block of Deering Road, Minton said. Louisville Metro Police spokeswoman Helene Kramer said police are investigating McClure's death but have ruled out foul play. Officers said McClure may have fallen or jumped from the overpass, she said.

The eastbound lanes of the Snyder were closed during the investigation, and while that was going on, a three-car accident occurred in the westbound lanes, Kramer said.
