SATURDAZ, JULY 1, 1939: IRONWOOD DAILY GLOBE, IRONWOOD, MICH. SEVEN NEW WELFARE LAW ANALYZED County Relief Administrator Prepares Summary of State Act. summary of the Dew state welfare act which establishes the state department of social welfare and its known as the state tratitute commission, Was today by W. 1. McNamara, county ERA administrator.

The provisions of the act, as analyzed by McNamara, are as follows: The Michigan social welfare commission consists of five members (and the governor) appointed governor with the consent of the senate for five year terms, which are staggered. No member can be on any other commiasion or board or hold ition with any other state tion or board. Each must have been a resident of the state at least five years. Not more than three may be members of the same political party. The commission holds 12 or more meetings year and members paid $15 day and expenses.

The commission shall be the state ency for the federal government in social security matters, and shall adopt rules for the counties to sure federal aid and federal funds. Duties of The commission also shall: Allocate to counties, state federal moneys for unemployment old relief, dependent children, assistance and blind. Contribute to counties for general relief not leas than the amount the county spends of Its own money. State appropriated general relief money shall be distributed to ties based on the tollowing: 1.
