Calif. Mr. Tappan, an international authority on penology, had just; returned form Harvard Univer sity where he spent a year as a visiting research professor ofl law. He was a native of Danbury, and received his bache lor's degree in 1934 from Clark University of Wisconsin and his Mr. Tappan was chairman of the Board of Paroles for the U.

S. Department of Justice in 1953 and was a member of the New Jersey State Prisons Board of Managers from 1952 to 1954 William F. Howell, 53, director of Administration of the World Bank and of its two affiliates, the International Finance Corp and the International Development Association, Centreville, Va. Mr. Howell joined the World! Bank as personnel manager in 1946 and became director of ad ministration in 1952.

Before that. he served with the Michigan Municipal League, and had been assistant director of the School of Government of the University of California, chief of the examining division of the U. Civil Service Commission, and personnel director of the United Nations relief and Rehabilita tion Administration. A native of Hawk Point, Mr. Howell was educated at the Hillsdale College in Hillsdale, and at Syracuse Univer sity.

Sam Lumpkin, 55, a former Mississippi Lieutenant Governor and Speaker of the House, in Tupelo, Miss First elected to the House in; 1931, Mr. Lumpkin served in the Legislature until 1942 when he resigned to enter the Army Air Corps. In 1947 he was elected Lieuten ant Governor. In 1951 he made an unsuccessful race for Gover nor. Mr.

Lumpkin, a Democrat, was one of the Mississippi organ izers of a Citizens for Eisen hower group in 1952. He also supported President Dwight Eisenhower in 1956. Nathaniel Green, 84, veteran amusement industry writer, in Cihcago. He had worked in the Chicago editorial offices of Billboard, showmen's weekly, and for Radio-TV Daily. From 1946 to 1955 he managed the Chicago office of Ringling Brothers and Barnum and Bailey Circus.

Drake was 78 and lived! jjjjat Germantown pike and Wal ton Plymouth township. He was born in Norristown. Active in Republican politics, $he was postmaster from 1922 to 1930 and a commissioner from 1930 to 1936. Earlier, he was a clerk for the commissioners, worked in the office of the Secretary of Internal Affairs at Harrisburg, and was a deputy in the Department of Weights and Measures. He was a former chairman of the executive committee of the State Association of County Commissioners.

The Weather Bureau said the storm center moved from north ern Montgomery county to Bucks county, across the river to Trenton and Burlington county and finally dissipated over At lantic City between 5 and 10 P. M. FIRE SPREADS The four Levittown homes were struck by lightning between 8 and 8:15 P. M. One bolt set fire to the living room of the home of James Aichele, of 61 Red Cedar lane, and spread throughout the first floor of the two-story home, causing damage estimated by Assistant Fire Chief Irvin W.

Mary Ellen Schwartz, 31, of 810 Newportville Bristol town ship. Mrs. Schwartz and her six children escaped without injury, but three firemen of the Croydon Fire Co. were injured slightly. PUC Approves Rail Fuel Tank The Public Utility Commission on Friday authorized the Read ing Co.

to construct a gallon diesel fuel oil storage tank on its property near Ab- rams Station in Upper Merion township. Township officials objected to erection of the tank above ground, but the PUC permitted it in the absence of any evidence showing that it would be unsafe. Testimony at a recent hearing indicated that the township had assumed the storage tank would be an underground installation. The PUC said an underground tank would double the cost and have a "limited effective, useful life." .00 J5; .48 a psychology. He was noted there for his Association of Criminal Psy chology and became its first president.

He had earned advanced de grees from Northwestern Uni versity, which he attended as an undergraduate. He later taught there. Louis H. Hartman, 80, a pio neer in development of network radio shows, in New York. From 1931 until 1960, Mr.

Hart- man operated his own advertis- ing agency and later served until! his death as vice president and management supervisor of Grey Advertising, Inc. That firm had acquired the Hartman agency assets in 1960. He began his career with an advertising firm in 1922 and worked on programming and commercials for such shows of the 1920s and 1930s as "The Lucky Strike Hour" and "The Palmolive Show." Following the Second World! War, Mr. Hartman was named chief of the Federal Surplus Property Division and was re sponsible for the sale of more than $4 billion worth of surplus equipment. Mrs.

Fannie Burgheim Blum-berg, 70, an artist and writer in Terra Haute, Ind. She had exhibited paintings' throughout the country and was the author of several children's books, including "Rowena Teena Tot and The Blackberries Some of her paintings are on exhibit in Rudolph Galleries, Woodstock, N.
