COLLINS Inquirer gntertainmtnt Writer "Serpico" tells the story of a Cop who was too honest for his own good, a figure tragi- cally out of synch i with the times. He is made to seem as much a freak in the New York Police Department as he would be in the White House. History has given this grip- tive women and Pacino makes it all appear to be real and important.

The screenplay which Waldo Salt and Norman Wex-ler have written from the book by Peter Maas recognizes both the danger of police work and the sordid truth of police brutality, both of which are captured in dynamic motion by director Sidney Lumet. The picture benefits from a number of sharply individualized characterizations from Tony Roberts, as Serpico's ally at City from Jack Kehoe as the detective for whom friendship means going along; from John Randolph as a tough commander, and from Biff McGuire, an inspector who makes a career of looking the other way. Barbara Eda- Young and Cornelia Sharpe are the baffled women in Serpico's strange life. The music is by Mikos Theodorakis. of New York.

His every S.O.S. is ignored, all the way up the line A grand jury is convened and star witness Serpico becomes the department's most hated man while he realizes that the authorities still won't follow his leads to the higher-ups. In desperation, he turns to the New York Times, which gets action, at last. Serpico pays. On a drug raid, he is shot in the face because the two detectives with him do not back him up.

You could almost think that one of them shot him, a point on which the film should be clearer. As a "plainclothes" detective, Pacino turns up in a series of odd disguises, some of them funny, always playing the aggressive go-for-broke cop who joined the force with ideals and who will leave it as a spiritually broken derelict. His obsession wrecks his relationships with two attrac 'Happy New Year' Worth Celebrating People in Entertainment AL PACINO should get an "Oscar" Last Fee THE BTG BEAT-LE: The Sherman Brothers, who penned Ifle music for the Andrews Sisters show, "Over Here," have a surprise hit on their hands with Ringo Starr's recording of Sixteen." The goldie oldie, first recorded by Johnny Burnett in the early Sixties, is currently No. 1 on most charts. Who knows, someday we may be going to see the Beatles in a 'Super Sixties nostalgia musical.

I can see them wheeling in Ringo, now for his drum number. Meanwhile, the Andrew Sisters stand to win another royalties bonanza if their old recordings should catch on. And 'the Shermans are hoping Patty's "Where Did the Good Times solo from "Over Here" will make it as a single. BE MY VALENTINO: A Main Line shop has come up with a Valentine's Day gimmick for gentlemen shoppers who aren't sure what to buy for their sweethearts. The only problem is that they could lose their lovers a la "special As of the nostalgia craze.

The Classic Shop in Merion has hired "suave, matinee idol types" as delivery boys. The gimmick? They will be dressed as Rudolph Valentino and will per-sonally deliver the presents on Feb. 14, along with a long-stemmed rose and a kiss (guaranteed to be only on the hand). Three of Philadelphia's leading playboys helped camp it lip in a stunt shot for the telephone order service. Making like Valentino were Walter Stait, Jack Edelstein (with a rose between his teeth) and Jack Kelly, Jr.

MORE DISCOVERIES: The Philadelphia restaurant implosion- continues this month with a major restaurant opening in Society Hill and a minor one opening on South st. "Cobblestones" which is billed as a restaurant and music-bar will open at 250 S. Sth st. on Feb. 28 in the imaginary shadow of Washington Square East's highrise apartments.

A peek at construction Saturday indicated it will be a very handsome nightspot. Gene Effson, formerly associated with Arthur's Steak House is shooting for an unpretentious dining, drinking and dancing spot. Don't let the tacky plastic sign outside "Dee's Place" at 512 South st. put you off from going inside, I expected a truckstop inside but instead found a tastefully decorated restaurant and bar serving tastefully prepared food at truckstop prices. One of my favorite entrees was the cheapest on the menu shepherd's pie for only $1.75.

The Portugese soup at a $1 a bowl was also delicious. The only drawback the night I dined there was that the talk at the bar did remind me of a Jruckstop. Overall it's a welcome addition to the South Street Rennaisance. SCRAPPLE: "The Hollywood Reporter" observes that Steve McQueen has gained a dubious nickname since his appearance in the film "Papillon." "PapiHon" means butterfly in French. You guessed it, "Butterfly" McQueen! Joplin Agent Asks THE BENEFICIARY of a $200,000 life insurance policy left by the late rock singer Janis Joplin is suing to collect from the insurance compcny, which contends that the high-living performer committed suicide and refuses to pay off.

The suit was brought in Manhattan State Supreme Court by the Albert B. Grossman Management which served as Miss Joplin's agent. The Grossman Co. her beneficiary is seeking an additional $47,500 in interest. Miss Joplin was found dead in her Hollywood apartment on Oct.

4, 1970. Los Angeles County Coroner Thomas Noguchi concluded that she died of an overdose of heroin, but that she was not trying to end her life at the time. Papers filed in New York by the AssociaWi Indemnity Corp. contend that the overdose injection means the singer took her own life and, as a result, the company does not have to pay on the policy. PAUL FREEMAN, conductor and artistic director of the Columbia Masterworks Black Music Series and conductor-in-residence of the Detroit Symphony, has been named principal guest conductor of the Helsinki Philharmonic Orchestra.

He will commute to Finland for six weeks each season. THE ACADEMY of Motion Picture Arts and Sciences announced in Hollywood that a special award will be presented during the April Oscar ceremonies to Groucho Marx for his "brilliant creativity and the unequaled achievements of the Marx Brothers in the art of motion picture comedy." In this state of mind, we are willing to believe anything, and "Serpico" has a further advantage in being based on fact.

There really was a Frank Serpico and he did have a devil of a time blowing the lid off the N.Y.P.D. Whatever the film's embellishments and omis-s i the real Serpico's principled tenacity did finally bring on the Knapp Commission investigation and subsequent shakeup. The picture opened Wednesday at the Fox and among a number of good reasons for seeing it is another riveting performance by Al Pacino, who may get the Oscar this year that he deserved for "The Godfather." If "Serpico" isn't enough, they can throw in "Scarecrow." Pacino turns Frank Serpico into a peculiarly timely hero, something less than unbearably noble, something more than a' walking case of self-righteousness; His Serpico is a man in the process of finding himself, leaving his straight Italian American origins and adopting a hippie lifestyle as a means to some undefined fulfillment. His long hair and casual clothes are an offense to every other cop on the force and he is scandalized by their open habits of graft so universal that he admits to' feeling like a criminal for being honest. Serpico's restless search for a clean niche leads him from one disappointing assignment to another and finally to the narcotics squad where the take is in big money.

The atmosphere of total moral bankruptcy projected in these good-guy detectives and their superiors would have been unacceptable to us only a Film Review Ventura is required to here. The target of the heist is a chic little Cannes branch of Van Cleef and Arpels, its treasures protected by an intricate security system which takes corresponding intricacy to penetrate. The plot involves a set of disguises for Ventura and his pessimistic accomplice (Charles Gerard) and some role-playing in which Ventura actually creates a second character a rich old man who keep buying jewelry for his dying sister.

Producer-director Lelouch also wrote the screenplay, which is funny, suave, sophisticated and literate. Lelouch embroiders the film with a longish flash-forward and an occasional fantasizing shot, for no ostensible, purpose other than to remind us that this is cinema. The lovers have one of those grown-up relationships which seem so plausible in French. He is a jewel thief and she deals in antiques, so they start out on a comparative plane of dishonesty.

In spite of a marked difference in life styles (she is an intellectual; he isn't), they communicate well, as civilized people can regardless of backgrounds. The deception he practices on her is not discovered until it is too late for her to care. Francoise Fabian, the brainy enchantress of "My Night at Maud's," once again portrays a stringently independent woman. She is intelligent, free of sham and powerfully fascinating. Lino Ventura looks like a suitable successor to the older Jean Gabin, the mature screen lover who is ahead of the game and nobody's fool.
