Novosti, the official feature news agency distributed an interview given by Deputy Interior Minister Boris T. Shum- lin to a Novosti correspondent on the topic: "regulations covering departure of Soviet citizens for permanent resi- dence abroad." The interview replied to criticism in the west of a 5-month-old law requiring emigrants to remburse the state for their free higher educations. Shumlin stressed the law applied to all Soviet citizens irrespective of their natoinality.

"Bourgeois propaganda is making noises that citizens of Jewish nationality willing to go to Israel are alledgedly not let out of the Soviet Union," Shumilin said. "I can say that in 1972, permission to go was given to 95.5 percent of the people of Jewish nationality wno applied to go to Israel. The other applications are being considered." A moon rock collected during the Apollo 17 mission shows evidence of extremely heavy bombardment by cosmic rays during a sun storm last summer, a research scientist said. Dr. Luis A. Rancitelli of Battelle Northwest Laboratories in Richland, Wash, said a large chip from a moon boulder "contains active evidence" of a solar flare which occurred last August. He had predicted it would.

The sample was one of three released by the National Aeronautics and Space Administration for early study to determine how the samples from the moon should be distributed among laboratories throughout the world for closer analysis. RANCITELLI, senior research scientist at Battelle, said that increased cosmic ray bombardment of the moon's surface during the summer sun storm produced short-lived radionuclides that scientists would study to determine the nature of intense solar radiation. From precise analysis of these specimens, scientists hope to describe the nature of the solar flares and understand the hazards they may present to future space Men's Clothing 20 to 33 off Suits, year 'round and tropical weights, sport jackets, overcoats, topcoats, polo coats, storm coats. CHERRY HILL MALL SPECIALIZING IN FASHIONS FOR BIG, BEAUTIFUL WOMEN LANE BRYANT Church Council Chief Calls Separatism Dead SCRATCHED APPLIANCES STOREWIDE MM By ANDREW WALLACE Inquirer Religion Writer To the frst black churchman to head the National Council of Churches, (NCC), separatism is a "dead-end street." "Our future demands that we enter it together," insists the Rev. W. Sterling Cary, who was elected president of the NCC early in December. "The greatest challenge confronting the American society is eliminating the conditions that foster separatism," he said in an interview this week. Mr.

Cary is convinced that, as a black, he brings with him the "sensitivity to the needs of the black community and awareness of the racism America is still afflicted with. "Because of this I will certainly be pressing at all places in society where there is injustice or where there are conditions which dehumanize blacks or needs that are not being met." But he said he would also direct the NCC toward leadership in ecumenism, "world community" and political mo- 2iywOof! UP TO He said he intends to ask the board to request an "audience" with President Richard Nixon, to enable him to pledge the church's support to policies that "make for justice and reconciliation." The council has been extremely critical of the Nixon Administration for its Vietnam War policy and for excluding mainline denominations" from White House services or religious deliberations. "The church has a loyalty which transcends the loyalty of nations, but we do have a vested interest in the welfare of our nation," Mr. Cary said. Mr. Cary, at 47, is the youngest person and the first member of the United Church of Christ ever to head the NCC, the umbrella organization made up of 33 Protestant and Orthodox denominations. Born in Plainfield, N.J., he was graduated from Morehouse College in 1948 and from Union Theological Seminary in 1952. For the next 16 years, he pastored churches in Youngstown, Brooklyn and Harlem, N. Y.

In 1968 he was named chief executive officer of the United Church of Christ in Metropolitan New York City, a position he continues to hold. As the chief spokesman for mainline, protestantism in America, Mr. Cary said he intends- to do some lecturing. "But much has to be done behind the scenes, where I wll try to get programs and machinery of the churches directed toward the weightier issues that confront us as a society. Public rapping and rhetoric has to be secondary to tooling up for concrete action." Mr.

Cary's power comes from his position as chairman of the executive committee of the governing board and of the 349-member board itself, which sets policy for the NCC. 2 We Congratulate FASHIONS IN EVERY DEPARTMENT THROUGHOUT THE STORE INCLUDING THE BUDGET FLOOR Sizes 14 Vi to 32 Vi, 38 to 52, Minims, 14 Vim to 26 Vim, Junior Plenty 17 to 27, Misses 16-18-20, Chubby Girls IOV2 to 14'2, Teens 1 1 ft to 17V4, Tall Girls 1 0 to 24, Maternity 8 to 46.
