Milton J. Shapp on Tuesday accused the Nixon Administration of shortchanging Pennsylvania of a "just sljare" of $600 million in Federal funds for political reasons. Shapp told a news conference that Pennsylvania has been allocated only $24 million for creation of public jobs under the Emergency Employment Act. "While Pennsylvania ranks third in population, fifth in number of poor and third in number of veterans, whom the program is designed especially to benefit, the state ranked seventh nationally in the amount of allocation," he told a news conference. 'REAGAN BILL' Shapp noted the Federal allocation for California is four times that of Pennsylvania and for Los Angeles alone, more than IVi times the Pennsylvania share.

"It is unofficially known in Washington as the Ronald Reagan bill," Shapp said. The governor pledged, however, to take full advantage of all funds allocated Pennsylvania under the Federal program. bout $19.9 million is allocated directly to 41 cities and counties of the state with populations in excess of 75,000 for their own purposes. 600 NEW JOBS Shapp said the remaining $4.2 million will be earmarked primarily for creation of jobs in state government in most counties. Stephen Bingham, the young attorney who visited Soledad Brother George Jackson at San Quentin Prison just before Jackson's escape attempt, was charged Tuesday with five counts of murder.

Jackson and five other persons were slain in, the Aug. 21 incident. Marin County District Attorney Bruce Bales announced at a news conference that he has filed a four-page affidavit accusing Bingham, 29, with murder in the slayings of three prison guards and two convicts, Bingham, grandson of the late former Connecticut governor and U. S. Sen.

Hiram Bingham, visited Jackson shortly before prison authorities said the convict pulled a 9-millimeter pistol from a wig and triggered the escape. Jackson was shot to death by a tower guard as, prison officials said, he sprinted from the maximum security adjustment center where the five others had been slain shot or their throats slashed. "As a result of interviews with many witnesses and studying many reports on this case, I reached the conclusion that there is no other way Jackson could have gotten the death gun but during his visit with Bingham just before the outbreak of violence," Bales told newsmen. 20, died "Tuesday in Lankeriau Hospital. Mrs. Adagisa Taraborrel-li, 33, was the first person to die of botulism in Pennsylvania in 16 years. Botulism is an often fatal but rare disease caused by poisons that attack the central nervous system. The poisons develop in container-sealed foods not adequately cooked prior to canning.

A hospital spokeswoman said that Mrs. Taraborrelli's 40-year-old husband, Crisante, and a neighbor, Mrs. Maria Raineiri, 59, who also ate the peppers are in satisfactory condition. Laboratory tests conducted after the deceased was sick- ened attributed the illness to another form of food poison, Clostridium prefringens, Dr. 1 Norman R.

Ingraham, Health Department spokesman, said 1 on Aug. 25. The diagnosis was incor-rect, according to Dr. David G. Faris, of the department's division of epidemiology.

He was 63 and lived at 83 West-brook Moorestown, N. J. He was a 1931 graduate of West Point. During World War II, Col. Quackenbush served in the Far East.

He later was assigned to tours of duty in Japan, the Pentagon and with army eadquarters in Germany. From 19 5 8 to 1961, when he retired from active C0. Quackenbush duty, Col. Quackenbush was professor of military science at Temple. He then became director of corporate relations until 1968 when he was named head of campus information.

Surviving are his wife, the former Elizabeth Youmans; a son, Lt. Col. Robert E. 14 Illinois Aides Refuse to Plead In Panther Case CHICAGO (UPI). State's Attorney Edward V.

Hanrahan and 13 other law officials refused to enter pleas Tuesday on charges they conspired to obstruct justice in the aftermath of a police raid in which two Black Panthers were killed. "I do not recognize this as a valid indictment, and I make no plea at this time," said Hanrahan, who represented himself in court. Counsel for the 13 others followed suit. In a series of proceedings which were moved twice from one courtroom to another, four no-bills voted by the grand jury were made public. Flooding caused by heavy monsoon rains in the past month in East Pakistan has killed 82 persons and caused $150 million crop damage, government officials said Tuesday.
