Kennedv Blvd. between 20th st. and the bonuyiioll, will be auctioned on Feb. 4, 1971. The property, divided into six parcels, was acquired in December 1967 from the Pennsylvania Railroad by the Century 21 Corp.

for $3,425 million. Century 21 later changed its name to Drexel Plaza Associates. The property will be auctioned by the Louis Traiman Auction Co. at the Sheraton Hotel, 17th st. and Kennedy Blvd.

'INCOMPARABLE' SITE A brochure ascribing the parcels and distributed by the Traiman Co. calls the land "incomparable real estate made available by partnership incompatibility." Dre el Plaza Associates is a four-way equal partnership between builders Matthew Weinstein and Leonard Fruchter; D. H. R. Realty a subsidiary of the investment banking firm of Drexel, Harrimai and Ripley, and the Bankers Bond and Mortgage Co.

Bankers Bond and Mortgage Co. is, in turn, controlled by Bankers Securities Corp. HOTEL PLANNED Shortly after purchasing the land, Drexel Plaza announced plans for a massive complex of hotel, commercial and office buildings with an estimated cost well over $200 million. The project was to begin with a hotel on a site that was included in the recently abandoned $1.2 billion Bicentennial master plan at 23d t. and Kennedy Blvd.

The developers made a series of announcements that construction on the project would start "immediately." but the work never got off the ground. Drexel Plaza apparently ran into the same tight money problems that developers ail over the country have faced. Plans also were complicated by a series of squabbles over the nature of the development. ASKING $17.5 MILLION Although officials of Drexel Plaza recently denied that the land is for sale, the Albert M. Greenfield Co.

says that the parcels have been for sale "for two or three months." George H. Joinson, president of the Greenfield realty firm, told The Inquirer that the asking price for all six parcels has been $17.5 million "but they are willing to consider an offer of $13 million." Several weeks a go one of Uhe Drexel Plaza partners placed an advertisement in the Wall Street Journal seeking "an investor-partner-copartner" for the property which was touted as "adjoining Bicentennial area." 'NEW PARK AVENUE' The parcels have been approved by the City Planning Commission for 6,740,720 square feet of hih-rise buildings above parking levels under an April 15, 1969 agreement. The Traiman brochure calls the land "6 blocks of Penn Center West, located between Penn Center East and the Penn Central station Bicentennial area along the new Park i Avenue of Philadelphia." An article in the Dec. 6 Inquirer revealed that one of the six Drexel Plaza parcels was being solicited as a part of the east bank of the Schuylkill site for the 1976 $1 MILLION PROFIT? The article also revealed that the parcel, purchased for $500,000, was slaU'd to cost the Bicentennial Corp. approximately $1.5 million.

Preliminary negotiations for the parcel and additional adjoining parcels owned by Res-tex Enterprises had begun at that time. The east bank site, along with the main exposition area at 30th st. Station across the river, was abandoned at least temporarily by the Bicenten nial Corp. board Thursday. The scrapping of the $1.2 billion master plan for the 1976 fete left in doubt the creation of a five tiered transportation center which was to have linked the 30th st.
