UAW's biennial convention passed the resolution on an overwhelming show of hands, but many delegates did not vote. The resolution called for steps to improve the quality of education in the nation. A key section read: "AS WE MOVE toward quality education we must also move toward desegregation.

The slow process of integration of neighborhoods takes too long; but busing or any technique of integrating schools might sensibly and rationally be used with the. effort for quality but not before it." The proposal, which was submitted by the official resolutions committee, drew surprisingly mild opposition from delegates. "Busing is shear nonsense," charged Stanley Newton, of Indianapolis. He said that no law in American "requires the-desecration of community schools." SIDNEY ROY GOFFET, a Ford worker from the Detroit suburb of Taylor, said "I am totally opposed to having my two children bused into Detroit. I don't think it's unreasonable for me to have my own neighborhood UAW President Leonard Woodcock supported the resolution, charging that the busing issue has been created by politicians to divert workers' attention from real concerns.

"Busing is not the issue," Woodcock said. "The issue is the creation of equal and quality education for all." Louis Cohen, Spanish American War veteran and one of the country's oldest square dancers, died Monday at the home of his son in West Oak Lane. He was 91 and lived at 5642 S. Sydenham st. During the war with Spain, Mr.

Cohen served as a corporal in the U. S. Field Artillery in Moro Province in Cuba. Afterwards, he remained active in veterans' organizations and made a point of marching every year in the Veterans Day parade. In his later while many of the older veterans rode in limousines, Mr.

Cohen would proudy parade down the Parkway, claiming "My dancing keeps me young and trim." In the First World War he served with the American Field Service, connected with the French Army, and was awarded the Croix de Guerre with two palms. In World War II he was with the American Red Cross in the Pacific area.

Mr Samuel attended the Delancey School. He was a member of the Merion Cricket W.E. Dougherty, Ex-President Of Tool Firm William E. Dougherty, 75, founder and retired president of the Airmatic Tool died Sunday at his home in Torres-dale. He was a member of the American Society of Tool and Mechanical Engineers and the Torresdale-Frankford Country Club.

He is survived by his wife, the former Margaret M. Hanna; a son, William; three daughters, Mrs. Helen M. Gil-len, Mrs. Kathleen D.

Thursday sat St. Catherine of Siena Church in Torresdale. Mrs. Victor, 57, Retired Teacher Mrs. Robert Victor, the former Henrietta Berger, a retired commercial subjects teacher at West Philadelphia High School, died Saturday at Parkview Hospital.

She was 57 and lived on Briaroot lane Levittown. Mrs. Victor was a graduate of Temple University. She was former member of the Pennsbury Adult School Board and was a former executive secretary of the Wood Schools, Langhorne. Survivors include her husband, Robert; two sons, Eric and Richard, and a sister, Mrs.

Clay Johnston, an insurance broker for 55 years, died Sunday in the Caley Nursing Home in Wayne. He was 74 and lived in Sutton Terrace, Bala Cynwyd. Mr. Johnston was one of the founders of the Tri-State Mutual Agents Association of Pennsylvania, Maryland and Delaware. He also was a director of the National Association of Mutual Insurance Agents and a member of the Union League, the Art Alliance, the Overbrook Golf Club and the University Glee Club.

He is survived by his wife, the former Arlene Barel; a daughter, Mrs. Joseph Doan a son, H. Clay 3d, and nine grandchildren. Services will be at 10 A. M.

Penn Central Asks OK to Sell Property Trustees of the bankrupt Penn Central Transportation Co. on Monday petitioned the court to approve the sale of the railroad's interest in six mid-Manhattan properties for $59,548,462, Richard C. Bond, one of four trustees, testified the proceeds of the sale would be invested in low-risk government securities and the interest would be used to meet current railroad operating expenses. U. S.

District Court Judge John P. Fullam, who is in charge of the railroad's reorganization, recessed the hearings until today. The trustees' special counsel, Marvin Comisky, testified the proposed sales arise from bids on about 20 parcels of land and several buildings, which, he said, "are no longer required in the operation of the railroad." Jewish Drive Honors Attorney Attorney Sylvan M. Cohen was given the 1972 Community his wife's death and of his retirement from Snellenberg's as a machinist. In 1968, he was honored by the city for his volunteer work as a member of the Health and Recreation Center's advisory council.

He is survived by two sons, Joseph and Howard; two daughters, Mrs. Samuel Vale and Mrs. Bernard Weissbord, grandchildren and three great-grandchildren. Services will be at 2 P. M.

Mr. Speers also was an inventor and manufacturer of machinery for paper industries. Born in Philadelphia, he was a Navy veteran of World War a charter member of the Upper Darby Rotary Club and a member of Lansdowne Gospel Chapel. Surviving are his wife, the former Dorothy Benson; three sons, Stewart Robert B. and Richard; a sister, Mrs.

It was announced at the meeting that a total of $9,820,507 has been raised to meet human needs in Israel -and global Jewish needs. Cohen was honored for "distinguished services to the fund and other humanitarian causes." He was presented an engraved sterling Kiddish Cup by Morris A. Kravatz, president of the Federation of Jewish Sylvan Cohen Agencies of Greater Philadelphia, sponsor of the annual drive. Housing Workers Walk Out Maintenance workers at at least 12 of the city's 36 public rhoqsing projects walked off their jobs Monday morning, report--edly-in protest over the lack of progress in current contract -'negotiations with the city. Philadelphia Housing Authority chairman James Greenlee the walkout "illegal" but said leaders of the employes miorr; District Council 33, had promised the men would be ''back" on the job today.

Pickets appeared for a brief time period Monday morning at the largest of the housing projects, the Richard Allen Homes, 11th and Parrish but left before noon. At the Richard Allen Homes, all 58 maintenance workers, out of a total of 98 employes, walked off the job. Some of the employes returned to work later in the day. iiOif Asks Quick A-Plant OK The Greater Philadelphia Chamber of Commerce on Monday urged the Atomic Energy Commission to grant quick ap- proval of the proposed Philadelphia electric Co. nuclear ating plant in Limerick Township.

The $717 million project has been held up since January for lack-of AEC licenses for the huge plant's two nuclear reactors. The AEC opened hearings of the electric company's application Monday in Pottstown. -The nuclear plant if opposed by ecologists who fear the possible environmental effects on the Schuykill and say the danger of the plant have not been fully explored. Myles Standish, the chamber's executive director, told the AEC any serious interruption in the construction timetable of the plant "would do irreparable damage to the economic, social and cultural development of this entire area." PE officials have said the halt in construction may cost the company $10 million and jeopardize its ability to meet the future power needs of Southeast Pennsylvania..
