He and his wife, Kids are here for something. They want to succeed. Whether they have the academic talent or not, if they are encouraged to participate in success-inspiring activities, they won't want to drop out." Felder said special efforts will be made this year in the area of counseling potential drop outs and their parents.

"It is hard to predict rates from year to year," Felder said. "Certain things come up, for instance, the teenage pregnancy thing. "This coming year, we are initiating a new approach to absenteeism. We require parents to come to school as soon as it is determined a child has been absent in excess," he added. "Through the policy we hope to develop better relationships with students and parents in an effort to keep the number of dropouts down." Felder accounted for the high number of drop outs in his seventh grade, 14, by saying seventh grade is a transitional year between elementary school and junior high and was a good idea to retire after 20 years instead of staying the full 30 allowed by the police force.

"I started (police work) young," his son adds. "That was my advantage on the whole thing." Byrd's retirement party drew a couple of dignitaries Police Chief Ray Pope and Mayor Dale Danks Jr. as well as Byrd's wife, Maxine, and his sister Pat North and his father but there were no tearful farewells. lack of interest. In particular, last year (when the survey was taken) we encouraged many of our students to participate in the career program, which offers technical and vocational training one-half of the day, and we couple that with academic training during the rest of the school day. Also, last year was the first time we offered the ROTC program, and a number of students were interested in it. I can think of only these two things that might have helped curtail our number of dropouts." Bailey and Rowan junior high schools totaled 33 and 37 drop outs respectively last year. Charles Felder, principal at Bailey, considered the number about average.

Charles Tillman, principal at Rowan, termed 37 dropouts "good for an inner city school." "If the adminstration and teachers have a good relationship with students," Tillman said, "they can work to prevent the number of dropouts from increasing too high. "I've been wanting to go into this a long time. I've always enjoyed fishing and boats." A recent retirement party held for him at the police department's Precinct 4 station reflected that interest. A picture of a big-mouth IB fa tils Stnkex Mr. and Mrs. Philip P.

Chastain Junior High School bad the lowest of the three, with a total of 24 drop outs last year.

Principal Wayne Winstead said the number is about average and added that the way to keep the number of junior high school drop outs low is to offer students viable alternatives to academic education. "A lot of the kids that drop out, that become disgruntled with school, might be just bored. I think the only way to cut down on the number of potential drop outs Is to offer them interests in other areas." Winstead said vocational training is not offered on the junior high school level. "There are pupils in every school who just do not fit into the academic program. And presently, on the junior high school level, there seems to be no alternative for them.

There are also a lot of bright kids running around. If you don't challenge them, they'll sure challenge you."
