The state income tax is supposed to be ZVi percent, but my employer is going to withhold 5.25 percent from my pay. Why? A.

The 3Vi percent tax is retroactive to Jan. 1, 1971. Since nothing was withheld from your pay during tne first four montus of tnis year, you would have to pay one-third of total 1971 state income tax in a lump sum when you file your state tax return next year if your employer withheld only ZVi percent from May to De cember. By withholding 5.25 percent, it will make up for the four months in which noth ing was withheld. Beginning next Jan.

1, the withholding will be only at the ZVi percent rate. Q. How will the state know how much I make in order to enforce the tax? A. Employers are required to file reports on their pay rolls. The law also requires employers to withhold the tax from your pay.

ELECTED PRIGR Father Donnellon was elected prior provincial of the Augustinian Province of St. Thomas of Villanova in June 1959 and served in that post until June 1965.

It was then he was elected prior of the Villanova monastery. His memberships included the Biometeorologieal Study Commission and he was chairman of the board of Villanova University until 1965. He also was chairman of the board of Merrimack College in Andover, Mass. and Biscayne College in Miami, Fla. Survivors include his three sisters, Mrs.

Eileen Harty, Mrs. Esther Roy and Mrs Mildred St. Hilaire. A funeral Mass will be cele brated at 11 A. M.

The projections show that the world's population will top 4 billion by 1975; nearly Obituaries. CHARLES GIORDANO, a retired railroad telegrapher, died Saturday at his home in Townsend's Inlet, N. J.

He was 78. Mr. Giordano was a telegrapher on the Pennsyl vania-Reading Seashore Line, The World War I veteran was a member of the Order of the Improved Red Man, the VFW and the Penn Central Holy Name Society. He is survived by his wife, the former Agata Cirillo; four sons, Leonard, Vincent. Charles and Joseph: four brothers, three sisters and 24 grandchildren.

DR. GRAHAM LAUMD, a specialist in heart diseases, died Saturday in Cape May Court House, N. his home. He was 70. A native of Philadelphia, Dr.

Laumd was a for mer member of the staffs of Methodist Hospital and Mercy Hospital in Sea Isle City, N. J. He retired in 1970. He is survived by his wife, the former Catherine Tansey; a son, Richard; two daughters, Mrs. grandchildren.
