The charges had been made Wednesday night by the Philadelphia Council of Industrial Organizations (PCIO), which represents 70,000 trade union members in the city. eve. MRS. BESSIE CROUSE, wid ow of a retired commercial artist, died Wednesday in Delaware County Memorial Hospital. She was 81 and lived at 130 S. Carol Highland Park, Upper Darby.

Her husband, Oliver P. Crouse, died in the same hospital Jan. 1. She was a charter member of the Highland Park Auxiliary of Delaware County Memorial Hospital and of Calvary Presbyterian Church of Highland Park. Surviving are two daughters, Mrs.

Edith Cates and Mrs. Bessie Maule; two brothers. Earl and Russell Car-vin; and five grandchildren and four great-grandchildren. T. WATSON DOWNES, a re tired metalurgist at the Phila delphia Naval Base, died Thurs-j day in Chester County West Chester.

He was 75 and1 lived on Glen Hall Kennett Square. Mr. Downes was a met-alurgy instructor for adult evening classes at Temple University for more than 25 years. Surviving are his wife, the former Eva Dawe; three sons, Thomas, Barton and Clayton, and a brother, Nelson. MRS.

WILLIAM II. HAM-METT, the former Hester Car-j ter, died Thursday at her home, 301 W. Highland Chestnut Hill. She was 76. Surviving are a son, William three daughters, Mrs William S.

Jamison, Mrs. Samuel B. Irwin, and Mrs. Wheelock Bigelow, and three grandchildren. JOHN P.

IIEFFERNAN, of 829 Ormond Drexel Hill, retired instrument make, in the aircraft factory, Philadelphia Naval Ease, died Wednesday in Tri-County Hospital, Springfield, Delaware county. He was 80. Mr. Heffernan is survived by his wife, the former Catherine, McCollian; two sons, Joseph and James, and a daughter, Mrs. Anna Bradley.

Deaths Elsewhere Jack Harnett, a newsreel cameraman who took 25 Italian soldiers prisoner during the Second World War by merely aiming his camera at them in Chicago. He was 61. Mr. Barnett, who joined the National Broadcasting Co. in 1964 as a cameraman, had been a newsreel photographer for more than 40 years.

He covered such events as the St. Valentine's Day massacre of seven prohibition era gangsters in 1929 and the capture of John Dillinger, an infamous outlaw of the 30s. Jose Martinez who, under the pseudonym of "Azorin," was considered by many critics to be SpahVs greatest modern writer, in Madrid. He was 92. He was the last representative of a wave of writers, called the "Generation of '98'," which emerged at the end of the 19th century at a time when Spain lost its colonial possessions.

He renewed Spanish prose style, creating a language based on short phrases instead of long-flowing sentences, and used a precise vocabulary. His books, generally set in Castille and famous for their "literary landscapes," included "Los Pueblos" (The Villages), "Castilla," "La Voluntad" (The Will) and "Salvador de Ol-bena." Howard B.
