The credential wa9 awarded by the Council for Early Childhood Professional Recognition in Washington, D.C., which represents the early childhood profession through its affiliation with the National Association for the Education of Young Children. CDA is the only major national effort to improve child care by evaluating and recognizing the skills of individuals providing care.

Although the first credential was awarded just 15 years ago, 42 states plus the District of Columbia already include CDA in child care licensing regulations. Others are consideringsimilar action. Every candidate for the CDA credential is ohserved working with children and is evaluated by a team which includes early childhood experts and a parent. The candidate must demonstrate ability to work with families to develop children's physical and intellectual capabilities in a safe and healthy learning environment. by RONALD HAWKINS Staff Writer The downtown Seymour parking lot of the Jackson County Public Library will be closed after library hours beginning sometime in July.

The library board directed county library Director Connie Jo Ozinga to write a letter informing the Seymour City Council it planned to close the parking lot regardless of what action the city takes to close other parking lots. The action follows increasing concerns about cruising in downtown Seymour and the use of the Seymour library parking lot as a primary gathering spot for young Seymour and out-of-town residents. Seymour City Council is scheduled to give final reading to an ordinance Monday that would close its parking lot at Walnut Street and St. Louis Avenue, south of the railroad tracks, after 10 p.m. Library board members said they were concerned about van dalism in the parking lot and the threat to the safety of the library's patrons and employees.

A temporary fence with gate will be installed around the parking lot while construction of the library continues and the board considers what it can do to permanently block the use of the parking lot after-hours. The installation will follow Ozingas return from vacation. A letter from Commercial Union Insurance, the library's liability insurance company, suggested the library post signs limiting the hours of the parking and lock gates to the lot after hours. A shocked insurance agent who examined the parking lot after a recent weekend asked what had been going on and led to his recommendation for security measures, Ozinga said. Board member Ann Windley said the nature of the youthful cruising and "hanging out" has changed over the years and is no longer a benign rite of passage.
