Fair Tuesday afternoon. Cape May to Block Island: Northeast winds Monday, becoming 15 to 25 knots at night. Cloudy Monday, with snow developing during the day and changing to rain at night. Visibility over five miles but lowering to less than one mile in the snow. Cape May to Cape Hatteras: Small craft warnings displayed along the Virginia capes to Cape Hatteras.

Roscoe Dean Schell, a lanky 36-year-old man who has spent most of his adult life in confinement, made the statement in a touching scene after a hearing Friday at which he was granted a new trial. THANKS JUDGES Schell thanked Common Pleas Judge Theodore L. Reimel, who granted the new trial in accordance with a 1963 decision of the U. S. Supreme Court.

Schell also expressed appreciation to County Court Judge Adrian Bonnelly, who interceded for him in a case that parallels the Gideon vs. Wainright decision stating that it is deprivation of a fundamental Constitutional right to try a man lawyer. "Schell's troubles with the law began in 1946 when he was 19. He had two trials and was not represented by counsel in either. 88 INDICTMENTS Altogether there were 88 of indictment against him.

Krol, Archbishop of Philadelphia and a personal friend of Mr. Green, will be celebrant. Mr. Green, leader of the city's Democratic organization for decade, died at 2:45 A. M.

Saturday. He had undergone surgery for an ailment of the pancreas and gall bladder on Dec. 8. His wife, Mary, was at his bedside when he died. EXPRESSES GRATITUDE In a statement Sunday she said the family extended its "sincere, heartfelt gratitude to our many friends who have been SO kind in these trying days." "After the funeral ceremonies are over," she stated, "we wish to return to the privacy of our own home to make a blessed Christmastide for each other.

"In accepting this tragic loss as God's will- -which we all know it -may the fine people left at the helm of the Democratic Party unite and continue to follow the straight path he (Mr. Green) tried to show them." She said this would have been her husband's request. Mrs. Green also requested that friends donate to St. Vincent's Orphan Asylum, 7201 Milnor instead of sending flowers.

PALLBEARERS NAMED Personal friends of the late Congressman who will serve as pallbearers are: Francis R. Smith, finance chairman of the Democratic City Committee; John F. Byrne, secretary of the city organization; Dr. Irwin H. Breslow, his physician; Herbert McGlinchey, leader of the 42d Ward, and former member the Tax Equalization Board; U.

S. District Court Judge Joseph S. Lord, 3d; Deputy Managing Director Joseph J. Gaffigan; John Finley, Wawa Dairy executive, and Lawrence Bellante. Twenty seven Pennsylvania members of the House of Representatives and six of their colleagues will attend the funeral.

They were named to represent the House by Speaker John MeCormack The six non Pennsylvania members, all Democrats, are Wilbur Mills, John Rooney, N. Cecil R. King, Hale Boggs, Peter W. Rodino, N. and Eugene J.

Keough, N. Y. The Senate designated Pennsylvania Senators Joseph Clark and Hugh Scott to represent the upper chamber. ANTHONY A. MYERS, a tired foreman, died Sunday his home, 701 Cookman National Park, N.

J. He was 74. Mr. Myers had been employed by the Philadelphia Coke Co. Surviving are his wife, the former Vivian Dodge; a son, Matthew; four stepsons, LeRoy, Ralph, Ernest and Seaver Stringham; three stepdaughters, Mrs.

Alma Baker, Mrs. Rickey Farrell and Mrs. Frances Libby, and a sister. FRANCIS T. CRANE, a partner in Crane's Old English Tavern, Germantown, died Sunday the Osteopathie Hospital.

Surviving are his wife, the former Anne Oritt; a brother and a sister. MAYNARD D. WALLACE, retired Philadelphia branch manager of the Timken Roller Bearing died Saturday at his home, 100 W. Springfield Springfield, Delaware county. He was 70.

C. Father Fitzgerald was ordained a priest on March 17, 1962, at St. Francis Monastery, in Washington. Surviving besides his mother are two brothers, Eugene, an assistant professor of philosophy at LaSalle College, and James, and six sisters, Mrs. Catherine Monk, Mrs.

Madeline Wiley, Mrs. Margaret Hoyt, Mrs. Claire Hill, Annie Marie and Rosemary. Mrs. Earl B.

Lange, Retired Teacher Mrs. Earle B. Lange, a retired Philadelphia school teacher and former president of the Delta Kappa Gamma, a national educational society, died Friday. The former Marjorie Turner, she was 69 and lived at 127 Greenwood Jenkintown. A teacher in the Philadelphia school system for 33 years, she retired earlier this year.

She had taught at the Simon Gratz and Lincoln High Schools. She was graduated from Wellesley College in 1917. Surviving are two sons, Earl and Samuel, and six grandchildren. ROLLAND HARROLD, chief master mechanic for the American Tobacco died Saturday at the Delaware County Memorial Hospital. He was 60 and lived at 1119 Yeadon Yeadon.

Mr. Harrold was a Mason. Surviving are his wife, the former Anna C. Lucas; a daughter, Mrs. William Nolen; his father, Lawn; three brothers, Herbert Kenneth and Lawn, a sister, Mrs.
