Richard Belzer, who created the role of cynical Detective John Munch on NBC's Homicide (R.I.P.), was on the New York set of UPN's The Beat yesterday to reprise the loopy character for the fifth time. The Beat, a midseason drama about two New York beat cops (Mark Ruffalo and Derek Cecil), is the creation of Homicide's prolific Tom Fontana.

When NBC murdered Homicide after seven seasons, Belzer's Munch transferred to New York as a regular on Dick Wolf's new Law Order spinoff, Special Victims Unit. With Munch now one of New York's finest, Fontana pitched him a cameo for the second Beat episode. Munch runs into the stars while on a case. Along with Beat, Munch has been Munch on Homicide, Law Order (in three Homicide cross-overs), The X-Files and SVU. If that's not some kind of record, it should be.

So what's the attraction with the Munch man, anyway? "The genius of Tom Fontana," Belzer whispered between takes. "He's created a character so endearing to the audience they must see him again and again and again and again and again. whiz kid got the job three years ago.
