ch. 11. changes predicted vides only about 40 per cent of the cost of school operations, Casmey said. He estimated that it would require about $271 million more to raise the proportion to 50 percent. The Legislature also will be asked to provide funds for transportation to school of all children liv ing a mile or more away, AUDREYHEPBURN SHIRLEY MacLAINE BARBRA STREISAND New state school-aid formulas intended to balance the tax burden in different school districts will be initiated by the Minnesota Board of Education, the state education commissioner said today.

Commissioner Howard Casmey said the board would break with tradition, according to which it just provides information for the Legislature, and will submit proposals for redistribution of state financial school aid. Speaking to about 40 persons at a Citizens League breakfast, Casmey said that the proposals would offer three alternatives to the Legislature but that he could not reveal details. One of the formulas would modify the present per-pupil grants, Casmey said, another would go "one step further" and the third would be intended to eliminate tax disparities on a broad base. Contrary to widespread belief, the stato noy pro lVoduccd by Alexander H. Cohen said Casmey.

"This would be an in centive to initiate busing to accomplish integrated education," Casmey added. "I hope some of the money is used for this." Several times during his remarks, CaSmey expressed strong support for the controversial decision of the Minneapolis School Board to pair some elementary schools to improve racial integration. "I just felt badly," he said, "that Minneapolis had to take the brunt of the criticism for doing what was right, what had to be done "Not all boards have the intestinal fortitude that Minneapolis has."
