It has orders in France and Spain. vWhen Hersheypark opened its 90th season with a new roller coast- er over the Memorial Day weekend, William Dauphinee and Thomas J' Rebbie chalked up another mission accomplished. Their company, Philadelphia Toboggan Coasters built two trains that twist and turn at speeds up to 45 miles an hour on the million wooden Wildcat. The new ride at the Hershey amusement park was named for the original Wild Cat, which opened I there in 1923 and was re to truck five cars to the Six Flags Fiesta park in San Antonio.

It shipped two five-car trains to that amusement park last year. Since Dauphinee, 47, and Rebbie, 41, bought the business in 1991, their revenues have increased every year, they said. In that period, PTC has built wooden roller-coaster cars for 19 amusement parks in 15 states as well as Wales and Japan. The firm supplied three seven-car trains for the White Cyclone roller coaster that opened in Nagashima, Japan, in 1993. As it happens, Philadelphia Toboggan built those 'two structures and also 'jthe cars than ran on them. Philadelphia 1 gan's corporate moniker -is a misnomer. Although it was founded in Ger- mantown in 1902, the company moved to Lansdale "in 1973 and has been operating from its suburban, White Cyclone is said to be the largest wooden roller coaster in the Far East. It was designed by an Ohioan and built by a Swiss company's Japanese subsidiary, whose president picked PTC's cars over those of a competitor. For the White Cyclone's cars, PTC developed a special foot covering.

Rebbie For The Inquirer BRAD BOWER Philadelphia Toboggan Coasters president Thomas Rebbie sits in his work. The company makes wooden coaster cars and reconditions old ones. Founded in Germantown in 1902, it moved to Lansdale in 1973. That contract was with Great Coasters International, of Northumberland, Pa. It designed and built the roller coaster, using 514,000 board-feet of Southern yellow pine.

The Wildcat crosses over and under itself 20 times, at one point rising 90 feet and dropping 85. Although standing is forbidden on most roller coasters and seat belts and lap bars are required, accidents are not uncommon. The National Consumer Product Safety Commission has reported that from 1973 to 1988, 23 riders died on roller coasters. Bill Dauphinee said that, as far as he knows, there's never been a fatality on a PTC roller coaster. In Pennsylvania, he said, roller coasters must meet building-code standards and the amusement rides are regulated by a unit in the state Department of Agriculture.

Inspectors licensed by the state approve new rides. The system, Dauphinee said, "is largely self-governing but very influential and positive in its performance." "We live in a litigious society, and nearly everybody is subject to litigation," he added. PTC was founded in 1902 as the Philadelphia Carousel Co. by Henry B. Auchy, a beer distributor.

He changed the name to Philadelphia Toboggan Co. in 1904 and began building roller coasters. His first coaster was constructed that year in Norfolk, Va. As amusement parks gained popularity, PTC's business grew. In 1923, it built both the Wild Cat in Hershey and a wooden roller coaster at Dorney Park in Allentown.

(Sixty-six years later, PTC would build all of the cars for Dorney Park's Hercules roller coaster, which was billed at the time as the world's tallest wooden coaster.) In the early years, Auchy's good friend, a lawyer named Samuel II. High, handled all of the company's corporate work. His legal fees were paid in company stock rather than in cash. As time went by, High's holdings of PTC's shares steadily increased. He was succeeded as the company lawyer by his son, Samuel H.

Late in May, PTC shipped 12 cars for a new roller coaster at the Wild Wheels Pier in Wildwood and six more to the Sil-verwood amusement park outside 7 Boise, Idaho.

"We were growing and needed more space but were closed in on Duval Street," he recalled. He said there was land behind his factory that could have been used for expansion, but he encountered opposition at City Hall. In fact, it was stonewalling from the city's bureaucracy that caused him to quit Philadelphia for the suburbs, High insisted.

"I got jerked around so badly," he said, "I just walked out and said, 'That's it, I'm He paid about $200,000 for an old factory building at Eighth and Maple Streets in Lansdale and moved the firm there in 1973. Like the roller coasters themselves, High's business had its "ups and downs," he said. When sales were slow, he began making an arcade game called Skee Ball, but he sold off that unit in 1985. Tom Rebbie, a native Philadel-phian, joined PTC as a shop worker and assembler in 1977, and then moved into customer service. However, High's sale of Skee Ball to a consortium in Chalfont stripped PTC of its workforce.

In 1994, Dauphinee and Rebbie purchased the wooden coaster car division of a California company and moved its operations to Lansdale.

Dauphinee termed it a "very significant acquisition" that increased PTC's customer base. He said PTC's financial condition is sound and the company is "positioned for growth." Sam High 3d, the former owner, said PTC has been "a pretty good business for the new people." What particularly impressed him was the new Wildcat roller coaster at Hersheypark. "It's just about the best roller coaster I've ever ridden," he said. "It's a super ride." "It was just Sam, his wife and me," said Rebbie. "We were doing a lot of parts orders.

That was it for two years. Then we started getting busy. People wanted to build wooden roller coasters. We got car orders and started hiring." In this period, the coaster industry was transformed. "The mom-and-pop operations failed," Rebbie said.

'The big companies began to purchase the smaller parks." He said that such giants as Disney, Six Flags and Paramount began to dominate the industry. PTC was still tiny in 1991, when Sam High 3d offered to sell the company to Rebbie, who was then its general manager. Lacking the funding to buy it on his own, Rebbie teamed up with Dauphinee, a native or Rochester, N.Y., and a 10-year veteran of the Marine Corps who had been working for. an instrument company in Lansdale. In November Rebbie and Dauphinee bought PTC for an undisclosed sum.

Rebbie said the ballpark figure was "under $1 million," but he wouldn't say how much under. High retained ownership of the factory and leased it to Rebbie and Dauphinee.
