Mahoney, 64-, active in union and politics By Howard Goodman INQUIRER STAFF WRITER James J. Mahoney, 64, a longtime official of the Philadelphia council of the AFL-CIO and a key supporter of former Mayor Frank L. Rizzo, died Sunday at his home in Jenkin-town after a brief illness. As head of COPE, the union council's political-action committee, Mr.

Mahoney played influential behind-the-scenes roles in the campaigns of candidates ranging from Rizzo to former Gov. Robert P. Casey. At the time of his death, he was gearing up to help advise Auditor General Barbara Hafer's campaign for state treasurer, said his daughter Catherine Hasson. He was also busy with the Assistance Program, a drug- and alcohol-recovery service he had started with the AFL-CIO.

"He was a fine man, my father," Hasson said. "A great helper of people." Monsignor Thomas A. Guenther, of the Diocese of Camden, a lifelong friend of Mr. Mahoney, called him "a truly good man, who was always ready to aid all who came to him, and a man who loved with all his heart and soul his church and family." In the early 1980s, Mr. Mahoney served 15 months in a federal prison and two in a halfway house after pleading guilty to filing false income-tax returns, mail fraud and other charges related to more than $220,000 worth of free work done on his two houses by contractors he had hired to renovate the Wissa-hickon Industrial Center in East Falls.

The charges stemmed from Mr. Mahoney's association with the Council for the Revitalization of Employment and Industry in Philadelphia. Mr. Mahoney, a deputy director of commerce in the Rizzo administration, helped found the organization in 1974 to create local manufacturing jobs. One project was to renovate the industrial center.

Afterward, he returned to union work and politics. "He definitely put it behind him," said his son Thomas. "He did not allow it to inhibit his life." During Rizzo's unsuccessful 1987 run for mayor, Mr. Mahoney was credited with bringing M. Joseph Rocks, then a Democratic state senator, and Charles a former U.S.

congressman, into the campaign for the new Republican. It was considered political artistry, as both were unlikely Rizzo backers. Mr. Mahoney was born and raised in Queens, New York. After graduating from Mount St.

Mary's College, in Maryland, he became an organizer in New York for the International Ladies Garment Workers Union (ILGWU). The ILGWU soon assigned him to Philadelphia, where he became business agent. While in that position, he became a vice president of the Philadelphia council of the AFL-CIO and appointed head of COPE. In 1976, he was elected executive vice president of the Pennsylvania AFL-CIO, a post he held about four years. During Rizzo's mayoralty, he served briefly as a deputy director of commerce.

He often taught at the Institute of Industrial Relations, at St. Joseph's University. Fiercely proud of his Irish heritage, he gathered his family in New York each St. Patrick's Day for the parade and a family get-together. In addition to his daughter Catherine and son Thomas, he is survived by his wife, Joan; sons James Sean and Thomas; daughter Joan Ferro; two brothers; and 18 grandchildren.

A Mass of Christian Burial will be said at 8 p.m. today at the Church of the Immaculate Conception in Jenk-intown. A viewing at the church will begin at 6 p.m. Burial will be at St. John's Cemetery, Middle Village, Queens, N.Y.
