Besides Flatt, Scruggs and Martin, his band also gave birth to the careers of Mac Wiseman, Sonny Osborne, Vassar Clements and Dave "Stringbean" Akeman. Mr. Monroe never quit the road. "I like to see the country," explained the artist, who made his last Opry appearance in March of this year. In 1970, he was inducted into the Country Music Hall of Fame, and in 1993 he won a Grammy Lifetime Achievement award.

Perhaps his at bluegrass by applying the intense, rhythmic approach he picked up from an African American blues guitarist and fiddler, Arnold Schultz, to the Scots-Irish fiddle music he learned from his Uncle Pen, whom he later immortalized in song. Starting in the late '20s, Mr. Monroe performed for several years with his brothers and had his first hit, "What Would You Give (In Exchange for Your Soul)," in 1936. The squabbling Monroes split in 1938, leaving Bill to tinker with a gospel-flavored sound. He formed the Kentuckians, which soon was rechristened the Blue Grass Boys, while broadcasting from an Atlanta radio station the same year.

Mr. Monroe soon added mandolin solos and applied his "high lonesome" tenor to aching laments such as Jimmie Rodgers' "Mule Skinner Blues," which he played in his 1939 debut at the Grand Ole Opry. He put the finishing touches on his sound by adding Flatt's hard-driving banjo to the mix in 1945. Mr. Monroe was a strong-willed character: He never drank or smoked, and he was proud to head the first band to wear white shirts and ties at the Opry.

In 1949, Mr. Monroe left his label, Columbia Records, because it signed another bluegrass group, the Stanley Brothers. After moving to the Decca label in the '50s, Mr. Monroe installed Jimmy Martin as the Blue Grass Boys' lead vocalist, and wrote many of his greatest songs, including "Ro- By Dan DeLuca INQUIKKR STAFF WHITER Bill Monroe, 84, the "high lonesome" singer, mandolinist and uncompromising bandleader who invented bluegrass music and remained its preeminient figure for more than SO years, died yesterday. Mr.

Monroe died at the Northcrest Home and Hospice Center in Springfield, Tenn. He was admitted to the facility following a stroke in March and surgery in April to have a pacemaker installed. Mr. Monroe's impact on bluegrass cannot be overstated. No other musical genre has been so completely shaped by the vision of one artist.

The form which was built around the interaction between Mr. Monroe's breakneck mandolin runs and pinched vocals, and equally fast-paced bass, guitar and banjo even owes its name to the Kentucky native, whose band has been known as the Blue Grass Boys since 1938. Mr. Monroe had an enthusiasm for hard-driving improvisation. His vision of bluegrass was as an acoustic, drumless music that invited intense competition among the players.

Both as a leader and player, he was uncompromising and always disciplined. "If you play a banjo number the best you can, the next man that's out there, he's going to play it hard," Mr. Monroe once said. "It's a challenge. It's music that needs a lot of practice." Guitarist Lester Flatt and banjo player Earl Scruggs became stars while in Mr.

Monroe's band during the legendary period between 1945 and 1948. In addition to selling more than 50 million records during his career, Mr. Monroe was also a prolific composer, whose best-known song, "Blue Moon of Kentucky," was recorded by Elvis Presley in 1954. It was during the '60s folk boom that bluegrass expanded beyond its Southern roots. Mr.

Monroe became a towering figure to generations of pickers, and country and bluegrass artists such as Ricky Skaggs, Alison Krauss and particularly Emmylou Harris became his acolytes. Mr. Monroe continued to perform at festivals and concerts into his 80s. Dressed in his trademark white hat, jacket and tie, he was a spry, witty presence at his last appearance in Philadelphia, at the Theater of Living Arts in May 1994. William Smith Monroe was born in 1911 in Rosine, the youngest of eight children.

Despite poor eyesight that prevented him from reading music, fie took up the mandolin. (His brothers, Charlie and Birch, already played guitar and fiddle.) He arrived In the Region Mary DiRuggieris Retired tailor, 80 Mary Dattola DiRuggieris, 80, a retired tailor, died Sunday at West Jersey Hospital-Marlton. A Marlton resident for last 29 years, she was born and raised in Philadelphia where she had previously lived. Mrs. DiRuggieris was a tailor for the Amalgamated Garment Makers Union in Philadelphia, beginning work at age 16 and retiring when she was 62.

She was member of St. Joan of Arc Roman Catholic Church in Marlton. She is survived by a son, Frank J. Vetere; a daughter, Emilia Diorio; six grandchildren; and eight greatgrandchildren. Friends may call from 9 to 10:30 a.m.

Margaret S. Milligan Retired receptionist, 68 Margaret S. McKissick Milligan, 68, died Saturday at Kennedy Memorial HospitalsStratford Division, after suffering an apparent heart attack at her daughter's home in Blackwood. A Barrington resident for the last 29 years, she was born in Philadelphia and lived there before moving to Barrington. Mrs.

Milligan was a receptionist for the Jewish Geriatric Home in Cherry Hill for 12 years, retiring two years ago. Patton, 76, a retired pipefitter, died Sunday at Underwood-Memorial Hospital, Woodbury. A Gibbstown resident for the last six years, he was born in Paulsboro and lived there before moving to Gibbstown. Mr. Patton was a pipefitter for Mobil Oil Research Development in Paulsboro for 40 years until retiring. He was a World War II Army veteran serving in Burma and the Philippines, and was a member of the Veterans of Foreign Wars George D.

Patton Jr. Post 678 named for his brother in Paulsboro. He is survived by a son, George a daughter, Barbara Ciancarelli; two granddaughters; two great-grandsons; three brothers; and six sisters. He was the widower of Louise Groff Patton. Friends may call from 10 a.m.
