'VI i 3 By Ed Pierce For FLORIDA TODAY COCOA Hector Navarette scored one goal and assisted on two other goals as the Westchester (N.Y.) Flames defeated the Cocoa Expos 3-1 Sunday night in the United Soccer Leagues' Premier Development League Eastern Conference final. With the win, Westchester advanced to Friday's PDL Final Four in Des Moines, Iowa. Navarette, a native of Uruguay, converted a short left-foot shot past Expos goalie Martin Peat in the 39th minute to make it 1-0. "We were just clearing it and it hit off one of our guys and bounced right at Navarette," Cooca defender Rob Plunkett said.

"It was just a mistake on our part." it 1 Fort Pierce brothers win Soccer Two minutes later, Cocoa midfielder Robin Chan took a pass from Kevan Watkins and broke free to slide the ball past Flames goalie Mike Chan Mellis to tie the game at 1. Westchester (15-3-4) dominated the second half. Midfielder Juan Gomez received a long pass from Navarette and placed a shot into the left side of the net in the 49th minute to give Westchester a 2-1 advantage on Cocoa (15-6-1). Fishing of Fort Pierce. The Blackwells also were fishing for Southern Kingfish Association points in the SKA-sanctioned tournament.

The win guarantees them at least a fourth-place finish in the Division 10 standings and a spot in the SKA national finals at Fort Pierce on Nov. 29 to Dec. 1. They also won a $12,500 first place in an SKA tournament at Daytona Beach in May with a 51.05-pound kingfish. In June 1999 they won the $15,000 first prize in the Fort Pierce Open with a 42-pound king, a year after their winning 47.3-pounder was disqualified in the same tournament because they unknowingly used an illegal-sized gaff in pulling the fish aboard.

On Saturday, Langel landed a 26.50-pounder that had placed the Blue Runner team in 17th place. Under the tournament rules, only the heaviest single fish from each fishing party in the two days was entered in the general division. Hancock's catch on Saturday was caught near the mouth of Port Canaveral aboard the charter boat Obsession with Capt. Joe Pen-ovich of Merritt Island, the boat owner. David Fulford of Amelia Island took third place, worth $2,000, with a 38.40-pounder on Sunday.

Known as the Trickster Fishing Team, and fishing from an 18-foot john boat, the smallest boat in the tournament, Ryan Russell, 15, claimed the $600 second place prize in the 23-feet-and-under boat division with a 32.65-pound kingfish, and Sean Gleason, 14, won the $500 junior prize with a 30.70-pounder. football This year, 11 Sunshine State colleges either will be playing or forming a team. 727-2523. GOLF COURSE By Bill Sargent FLORIDA TODAY PORT CANAVERAL A 150-mile round-trip to their home waters offshore Fort Pierce paid a $10,000 dividend for two Fort Pierce brothers and their Blue Runner Fishing Team in Sunday's final round of the Rusty's Canaveral Kingfish Classic. Mark and Chris Blackwell know the Fort Pierce waters so well that there was no doubt in their minds where they would fish. At about 2 p.m., with their fishing time running out along Fort Pierce's North Beach, Mark Black-well landed a 38.95-pound kingfish that claimed the tournament's grand prize. Blackwell's catch pushed Saturday's leader, Brent Hancock of Cocoa Beach, into second place with a 38.85-pounder.

Hancock and his Obsession Fishing Team collected $5,000. "We were getting pretty concerned because of the time," Chris Blackwell explained. "We had lost a big fish that probably was bigger than (the winner), and we thought that was our shot. But, then we got the second shot." After landing the winner, which hit a 1 Vi-pound live blue runner, they made the 1 Va-hour run back to Port Canaveral and easily made the 4:30 p.m. check-in deadline.

Others on board their 27-foot Contender, the Blue Runner, were Chris' wife, Becky Blackwell; Freddie Davis and Brandon Langel, all Additional By Bill Vilona Gannett News Service ORLANDO Jim Leavitt would love to turn back the clock and be playing high school football now in Florida. Defender Ivan Ramiro Cordoba leaped over the Mexican defense to head in a corner kick in the 65th minute to give Colombia the title it sought since the tournament was first held in 1916. "No country had to fight like we did," Colombian President Andres Pastrana said as he congratulated the players.

"It's an important step to help achieve peace." "Soccer has magic," coach Francisco Maturana added. "We were forgetting how to smile and we had no joy. Now we do." Colombia reached the final only once before, losing to Peru in 1975. This time it reached perfection, finishing with six wins and not allowing a single goal. When the final whistle blew, the 46,000 fans in El Campin stadium erupted in cheers and cries of "Colombia! Colombia!" The joy was mixed with gratitude for the team's brilliant campaign that helped distract Colombians from the chronic violence that nearly forced the tournament to be canceled.

Colombia won despite losing star Victor Aristizabal in the 30th minute. Aristizabal, who scored goals in all of Colombia's previous games, left after colliding with goalkeeper Oscar Perez.
