Alton Evening Telegraph Friday, July 14,1972 A-3 Petition filed SI Roxana gets zoning By EARL MAUCKER Telegraph Staff Writer A small group of residents lodged a complaint with the South Roxana Board of Trustees at a meeting Thursday night, opposing the anticipated opening of a business In their neighborhood which is zoned residential. The, complaint, which came In the form of a petition bearing 10 signatures, alleged that a garage.had been leased at 210 Melrose and was going to be used for an auto repair shop. The complaining residents maintained that the operation would lead to deterioration of property and that the noise and commotion would disturb "the and tranqulllty of the neighborhood." Mayor Lawrence Cunningham assured one citizen, representing the petition at last night's board meeting, that the business would not be allowed to open in an area not zoned for commercial use. He explained that any person wanting to establish a business would have to get approval of a zoning change from the board's zoning board of appeals. Wood River Township agrees to sewer contract "These people have got to learn to come before the zoning board," Cunningham said.

"These people think they can do what they want In this village but that's wrong." The mayor Instructed the village clerk to notify both the owner of the garage and the person wanting to open up the auto repair shop that If the business Is opened they would be charged with violating the village's zoning laws. A similar problem was voiced at a Hartford village board meeting last week, when four residents complained that a trailer rental agency was operating in a village neighborhood, which was not zoned for commercial purposes. That complaint was turned over to the Hartford village attorney for further action. In other action at the South Roxana board meeting, trustees approved an ap- proprlatlon ordinance calling for $456,175 in anticipated expenditures. The appropriations are $41,800 less than last year's anticipated expenditures, which Cunningham attributed to "belt tightening." Included in this year's appropriations were $5,900 for the general fund, $32,300 for police, $61,800 for general administration and $144,850 for operation for the village's water and sewer systems.

In further action, the board pledged to "crack down" on village businesses who use delivery trucks and have not purchased a city license. Village Clerk Betty McDowell told the Telegraph that about 46 delivery trucks were operating In the village a license. The cost of registration ranges between $10 and $15 for each truck. Telegraph Staff Writer Dr. Cameron Meredith, a psychology professor at Southern Illinois University, played 21 games of chess simultaneously for five hours Wednesday evening at Hayner Public Library and managed to win about half. It may not have been the Bobby Fischer Boris Spassky contest for the world chess championship now going on in some experienced chess players came for the contest. "I decided to take on the challenge to increase the interest in the new chess books offered at the library," Cameron said.

"I never expected such a crowd to show for the event. There are some very excellent chess players (n the area." Dr. Cameron played for five hours without a break and without sitting down. The first person to checkmate Dr. Cameron was Stephen Jianakopolis. His opponents ranged from a 7th grade student to several middle-aged men. With the current interest in the game of chess, thanks to the Spassky-Fischer match, the library is planning a chess club which can meet at the library, according to Robert Black, coordinator of adult services at the library. "The only chess club in Alton is the one at Alton High School, but it is only for their students," he said.

Most of the books on chess have been checked out of the library since the Wednesday evening contest. The Wood River Township Board of Auditors has agreed to a contract with the Village of Bethalto for sewer service, after lines are installed in the Forest Homes-Cottage Hills area. The agreement, similar to one made between Bethalto and the Rosewood Heights Sanitary District, was approved Wednesday night by the board. Under the agreement, the township will pay 30 cents per 1,000 gallons for the first five million gollons monthly, and 27 cents per 1,000 gallons after five million. Bethalto, in turn, has a contract with the City of Alton, which actually treats the sewage pumped in from the outlying areas.

In other action, Rodger Bible, Township Supervisor, said an unemployment survey in the Cottage Hills-Forest Homes area was to begin today. If the survey shows that 11.6 per cent of the people living in that area are unemployed, then that area will be eligible for a 90 per cent federal grant for the sewer project. Currently, area is eligible for only a 50 per cent grant. The survey is being conducted for the Department of Housing and Urban Development by Bible's office and the Madison County Economic Opportunity Commission. County fiscal officials urge fund investment EDWABDSVILLE Madison County fiscal officials hope to persuade the 28-member county board to allow investment of funds in daily interest-bearing accounts, according to John Kraynak, county auditor.

Kraynak told the county board Wednesday that too many funds sit Idle in non interest-bearing accounts, Kraynak recommended that checking accounts be reduced to a "bare minimum" and that savings accounts be increased to allow maximum accrual pf interest. An auditing report was presented to the board by C. Scheffel of Alton which stated that large amounts of cash in the civil defense fund, working cash fund, highway department account and. detention home account were not being invested. In addition, Scheffel told the board that county expenses were increasing at a rapid pace.

The county must either "reduce expenditures or increase revenue (taxes)," Scheffel said. Formrly, only 90 day treasury bills could be used to accrue interest but recent changes in Illinois statutes allow county investments hi 30 day bills, Kraynak said. Kraynak asked the state's attorney to determine whether daily interest accounts were legitimate investments for the county. Madison County spent $600,000 more in fiscal year 1871 than during the previous year. The county's fiscal year is from Dec, 1 to Nov.
