He was admitted to practice of law 1927.

He succeeded Judge Edward B. Fair as President Judge of the 44th Judicial District, comprised of Sullivan and Wyoming Counties. He was elected President Judge in 1955, serving from January 2, 1955 until his retirement in November of 1971. He served as a Senior Judge until 1983 serving several sessions in the Philadelphia Court System. Richberg INQl 1RER STAFF WRITER Moses Colburn, 63, of South Phila-'delphia, a dedicated churchman and accomplished vocalist, died Friday of renal failure at Pennsylvania Hospital. Mr. Colburn's life revolved around Tindley Temple United Methodist Church in South Philadelphia. He had loved music and singing since childhood. In 1947, he became the youngest member of the church's senior choir under the direction of acclaimed organist Kenneth Goodman.

In 1956, Mr. Colburn became the tenor soloist of the choir; at the time of his death, he was the choir's president. For 19 years, he served as chairman of the Messiah Festival Committee; the festival attracts about 3,000 people each year on the first Sun Moses Colburn day in December. Mr. Colburn studied voice with several teachers, including W.

Russell Johnson; Robert Paige a former chairman of vocal activities at Temple University; and Hilda Rainer. Before his death, Mr. Colburn was studying under Judith Rosenfeld of the Peabody Conservatory in Baltimore. Mr. Colburn was a member of the former Crucifixion Boys' Choir, the former Philadelphia Solo Quartette and the Westminster Chorale Ensemble.

He sang tenor with the Dra Mu Opera Company, the forerunner of Opera Ebony, now known as Opera North. In 1982, the Smithsonian Institution commissioned Tindley Temple's Tindley Seven, a chorale group, to perform "The Song Ministry of Charles Albert Tindley," named for a former pastor of the church. The group performed in Baird Auditorium at the Museum of Natural History in Washington; Mr. Colburn sang tenor. Mr.

Colburn was a member of the' Mendelssohn Club. He also performed as a soloist at concerts and recitals and sang oratorios around the city. He was a former chairman of Tind-ley's administrative board, a member of its finance committee and general James C. Tudor, Barbados leader By Eric Nurse ASSOCIATED PRESS BRIDGETOWN, Barbados Sir James Cameron Tudor, 75, one of the Caribbean region's most influential politicians and a former deputy prime minister in Barbados, died Sunday, apparently of a heart attack. "His passing removes from our political and national life one of the most colorful and engaging personalities of this century," Prime Minister Owen Arthur said.

Sir James was one of the founders of the Democratic Labor Party. The party, begun in 1955, assumed power in 1961 and led this former British colony through independence in 1966. Born Oct. 18, 1919, Sir James studied at Oxford University, where he became the first black president of the Oxford Union debating society. He returned to Barbados from England in 1944 after completing a master's degree in history and politics.

During his career, he served as deputy premier, deputy prime minister, and minister of education. He also served in both chambers of the legislature, heading the Senate in 1971 and 1986. From 1971 to 1975, he was Barbados' high commissioner to Britain. He became a permanent representative to the United Nations in 1976. N.V.

wrote Vietnam hymn ASSOCIATED PRESS HANOI, Vietnam Nguyen Van Cao, 72, whose hymn to the Vietnamese independence struggle became the national anthem, died after a I0ng illness, the Vietnam Musicians Association said yesterday. Mr. Cao died Monday; the musicians' group gave no cause of death. He wrote "Marching Forward" in 1944, when he was 21, to celebrate the efforts of Ho Chi Minh's guerrillas to win independence from France. The song was chosen to be the national anthem after Ho declared independence in 1945, even though the guerrillas did not defeat the French until 1954.

"Our flag, red with the blood of victory, bears the spirit of our country," the lyrics read. "The path to glory passes over the bodies of our foes. Let us stand up and break our chains." In the 1970s, after the Communist North took over South Vietnam, the National Assembly suggested that a new anthem be chosen, but the public supported keeping the ord one. trust fund, and co-chairman of its Soup Kitchen Ministry, which served more than 1,000 homeless people three times a week. He worked diligently to raise funds to help restore the church's organ, one of the largest in the city.

"Moses dearly loved his church, its great history and present ministries," said his adopted brother, J. Edward M. Hoy, organist director at the church. "We will remember him as a Christian brother, a churchman, a musician and a friend." Mr. Colburn, the son of a Methodist minister, was born in Philadelphia.

He graduated from Bok Vocational High School and worked for the Philadelphia Electric Co. for 25 years before retiring as a customer-service supervi sor in 1991. Besides Hoy, Mr. Colburn is survived by his sisters, Elmira Ballard and Dorothy Paschal; one brother, Robert; and an adopted sister, Bessie Mae Williams. A viewing will be held from 6 to 8 p.m.
