Representatives of thousands of investors who are suing Lloyd's praised what they called a good first step toward resolving the problems. Lloyd's blames its troubles on a string of natural disasters, including hurricanes and earthquakes, as well as high-cost asbestos litigation in the United States.

But investors also blame insider dealings, and they have won two key court decisions. Two-year T-note yield down The U.S. Treasury sold $17.8 billion of two-year notes at a yield of 6.170 percent, compared with a 6.524 percent yield at the April auction. The notes carry a coupon rate of 6.125 percent, with each $10,000 selling for $99,917. Securities-suits bill draws fire Prominent state and local officials, citing spectacular investment frauds such as the Orange County debacle, are urging the Senate to reject a bill designed to reduce frivolous securities lawsuits.

The measure would curb so-called nuisance lawsuits by forcing plaintiffs' lawyers to specify a defendant's intention to defraud in a securities fraud suit. Mayor Ren-dell and Chicago Mayor Richard Daley sent a joint letter to the Senate Banking Committee in which they said the bill would "lessen deterrence to securities fraud." 1.56 6.4 405 31 14 7 29 353 24 102 5 19 265 22 12 274 18 2 14 160 30 27 37 6 213 4' 2 215 15 254683 23' 19 59 28 13 2492 34 21 188 ll'-i 1291 10 13 2344 24 14 13086 34 148 153 27 101 25'b 29 23 14 231 29' II 6 111 13 474 13 10 1196 21 i 60 22 37 17 20 83 32 23 9 22 1748 14'2 59 8 10 136 38'i 38 24 ,8 BancOne 1.36 4 II 11' 10 2 10 24 24'-! 32 34 1 "la '8 26 27 25 25' 23 23 28, 29'b 1 54 211 27 27' 27 15 697 63' 4 62' 63 26 17 Alia 8' 4 4'i AmaxG 56' -4 42i Amax pfB3.75 8 42'i30'4Ambac 1,4 23 17 1 Amcast .52 2.6 53 431,4 AmHes .60 1.2 2315'4Amerc PI2.13 9.7 166 AmWest 7 It, AWesi wt a 8 AAdl 96 .39 4.5 2454 51 SO SI 4 184 22' 4 11 a ll-B 52 3654 5 5 672 17 4 5 52 51 25 195 3 3' 4 14 306 25' a 24 16 39 33 32 3 13' 'T 'B 21' 21' 9 3 3' 814 B4 8 8 8 4 84 20 20 22 22 17 17 33 2506 277 286 676 515 285 10 296 I jvv no AM i nnrinr SERUICB III JUST FOR JA II -4 -T 1-800-9784840 21M37-: I 1 Park For Just i I Plus applicable taxes lrlnl I EXPRESSWAY mr 1 I Schuylktll Exprattway I Ij "JI I yi A toEitt43B(Pyunk i i 1 I 1 If I I Avenuo).
