Become familiar with the way it sounds. Then when you're being dragged toward the gift shop, say it out loud, firmly but gently, and steer your family in another direction. By the time you get to the parking lot, your child will not remember the item that only moments ago was as important as the next breath. But he quit the business and came home that year because he got a whiff of a dream: Channel 7 was authorized four years ago this month as part of a Federal Communications Commission program to get airwaves out to the boondocks and cable-style programming out to the urbanites who dont subscribe.

"It was my mother's hope that I someday get a little station," he says. It could have happened only at such low power 301 watts worth because the FCC almost never allows stations in nearby major cities to share the same In this case, New York's WABC looms at 110,000 watts on Channel 7. Since 1982, the FCC has approved 1,198 low-power stations. But the commission is slowing its low-power license grants to make way for high-definition television. In fact, almost half the low-power channels in major cities will be commandeered by big stations so they can broadcast HDTV within 20 years.

The big stations will keep their old channels until most viewers have television sets capable of taking in HDTV signals. The FCC hasn't decided which VHF low-power stations will meet death or power-reduction as HDTV is phased in, but deputy chief engineer Bruce Franca says, "I think in the major markets, it will probably happen" to roughly half of them. Joseph isn't fazed. "I have worked IS hours a day for the last two years to get this station on the air," he says. "I'm staying this road because I think it will pay off." For $200,000, Joseph and three partners bought the license for Channel 7 last year from its original owner, a Massachusetts investor.

More than $700,000 worth of equipment, rent and mishaps later, and Channel 7 is available to a majority of city rabbit ears 24 hours a day. The six-employee operation runs on a month-to-month budget of more than $5,000, and has yet to turn a profit. And because of hefty rents and few advertisers, Channel 7 came close to becoming Channel 0 at one time, he acknowledges. Joseph has since trimmed overhead and is airing "family" programs, such as the current rerun-showcase Golden Years of Television, that he hopes will make the station more attractive to cable companies.

"We're just happy to pay our bills," he adds. The Channel 7 studio in Center City exemplifies the station's hand-to-mouth existence. It is crammed into a back room at the Philadelphia Wireless Institute, a school for broad Channel 7, Joseph is "cutting the videos so I can be more attractive to the cable companies." He says they won't carry 7 because his free videos might undermine their new pay-per-view video-music programming. (The station hijacks the videos via satellite from Canada and is fairly immune from having to pay for the programming because the border can also be a jurisdictional wall.) As a part of its musical bent, Channel 7 also airs a lot of rap video.
