Johnson, 66, whom neighbors called the mayor of Torresdale because of his involve ment in civic affairs there, died Sun day at Nazareth Hospital in North east Philadelphia.

Mr. Johnson, a lifelong resident of Torresdale, was a north district man ager "and liaison between Philadelphia Eleftfic Co. and City Council, helping to solve constituent needs. He retired in 1990 after 21 years. "Part of his job was to become active with civic associations for PECO, but it was more than that for him," said his son, Bob Jr.

"He was involved with the community anyway" even before he took the job. Johnson played a part in the development of some of the neigh borhoods in Torresdale, Mayfair and Tactyny with his father-in-law after Mr. Johnson was aiscnargea trom the Marine Corps in 1945, his son said. A co-founder and former vice president of Poquessing Corp. Real tors, he sold a lot ot the nouses in the area.

He was known to go into his own pocket to lend his clients a down payment, working out repay ment agreements on a handshake. He was at Poquessing from 1949 to 1969. In 1989, he was given the Harry Fritz Civic Award for his help with civic associations in Northeast Phila delphia. In -J991, City Council gave Mr. Johnson a special service award for community service for his help in addressing the needs of PE custom Mr.

Johnson's affiliations included the Greater Northeast Philadelphia Chamber of Commerce, the Frank- ford Exchange Club, Torresdale Historical Society, Holy Family College, the Irish Society, and Northeast Boys and Girls Club. Before joining PE, he was elected to tnastate House oi Kepresentatives as a Democrat, representing the 173d District in 1967-68. After leaving the legis lature, he worked behind the scenes with both parties, his son said. Besides his son, Mr. Johnson is survived by his daughters, Marybeth Jeitner, Fran Lutz, Meg, and Trish Greene; four brothers, and five grandchildren.

Funeral services will be held at 10 a.m. tomorrow at St. Katherine of Siena. Church, 9700 Frankford Ave. Burial will be at Resurrection Cemetery in Bensalem.

Devlin, noted judge in Britain ASSOCIATED PRESS PEWSEY, England Lord Devlin, 86, a judge who soared through the ranks of Britain's judiciary only to bench and become a sharp crilitvbf the legal system, has died. Patrick Arthur Devlin died Sunday at hiyhome in Pewsey, 65 miles west of London, after a monthlong illness, hisTSon Tim Devlin said yesterday. The illness was not disclosed.

In 1948, at age 42, Lord Devlin was appointed to the High Court, making him the youngest judge so appointed this century. Twelve years later, he was promoted to Lord Justice in the appeals courts; a year later, he was given a lite peerage and took his place in the House oi Lords, where he served as a Law Lord on the final appellate body in Britain. He then quit the judiciary in 1964 to the amazement of the legal establishment. Lord Devlin said later he resigned because he found appeal worfr so utterly Doring.
