1 1 Friday, June 5, 1992 The Philadelphia OBITUARY Carl Stotz, 82, who began Little League, then broke with it Carl Stotz, who founded Little League baseball as a diversion for his nephews and then watched, not always with pleasure, while it grew into an international giant, died yesterday at Williamsport (Pa.) Hospital. Mr. Stotz was 82 and lived in Willliamsport the location of Little League's headquarters and its museum. Starting in 1939 with 30 boys on three teams in Williamsport, Little League today has about 2.5 million boys and girls on 140,000 teams in 45 countries. Mr.

Stotz was a 29-year-old lumberyard clerk when he founded Little League. The first Little League World Series was played in Williamsport 1947. Yet Mr. Stotz who called himself a "bull-headed Dutchman" never attended a Little League World Series game after 1956, the year after a legal dispute with the organization's board of directors. Mr.

Stotz brought a federal suit in 1955 against Peter J. McGovern, then the president of Little League. The suit accused McGovern of betraying the original concept of Little League by loading the 15-member board of directors with his associates, leaving thousands of volunteer workers in Williamsport unrepresented. The court ruled against Mr. Stotz, and he severed his ties with Little League.

"He wouldn't hurt anybody and always had a good word for everyone," said Max Border, a friend of Stotz's for 45 years. In an interview seven years ago, Mr. Stotz explained why he boycotted the series games: "If I were over there, there would be people around, pictures would be taken of me, comment about it in the paper, and that would be an insult to the people who stayed away out of loyalty to me." After leaving, Stotz gave speeches on Little League baseball, worked at a lumberyard and was tax collector of this northeastern Pennsylvania town where he lived his entire life. And organizers of local leagues around the country continually sought his advice. "Little League baseball was or should be the neighborhood program it was then," Stotz said in a interview.
