"We are willing to try it the union's way, but they have to agree that if it doesn't work, we then have0 try it our way," deputy commissioner Russ Granfk said. The league asked for a two-year trial, with higher tax rates and a lower threshold than the union had proposed. A hard salary cap would kick in for the 2000-01 season if the percentage of league revenue de; voted to salaries failed to drop from 57 percent to 52 percent.

On Thursday, the Steve Butler party of Orlando, on the Canaveral charter boat Hambone with Capt. Lee Myers, released five sailfish and boated three wahoo to 38 pounds and 17 dolphin to 20 pounds. They found a weedline that extended 150 and 200 feet of water. The 21 and 27 fathom ridges should offer fair numbers of grouper and snapper for anglers dropping live baits, Spanish sardines, or squid. When the -surf subsides, bluefish will hit spoons or cut mullet along the beaches and around the mouth of Port Canaveral, while a few might take swimming plugs or live mullet around the -south jetty.

Deep seawalls and pilings inside the port will hold good numbers of mangrove snapper, which might strike live Tp' Pilcnards- or smal1 mojarras. At Sebastian Inlet, snook Will hit live mullet, croakers, or large shrimp along the north -jetty during morning or evening periods. Also, good numbers of continue to take live shrimp during outgoing tides. FRESHWATER: Once the winds subside, speckled perch will take minnows drifted in open water at the Farm 13-Stick Marsh, south of Palm Bay. Early morning periods have been best.

Also, schooling bass in the 1-to-2-pound range can be found around mouths of sloughs, especially when water is flowing. Try casting small top-water lures or jerkbaits. If anglers can get on Lake Blue Cypress, between Vera Beach and Yee- haw Junction, the northwest shoreline should offer decent numbers of bass. Anglers throwing plastic worms along outside structures such as cypress trees and grass patches should find better concentrations of bass, some of which are over 3 founds. Sean Bloomfield, Florida Today "It appears at a quick glance to be a step backward more onerous than the proposal we received from them Sept.

24," union director Billy Hunter said. "It may be disguised in terms of a tax, but it is in fact a hard cap." According to the league's projections, the tax would have no impact on 85 percent of future player contracts. But Hunter claimed it would be a tax on all contracts, not just "Larry Bird exception" contracts as the league said, and would cause 90-95 percent of the players to accept the league minimum salary. The Bird rule allows teams to exceed the salary cap to retain their own free agents. "Our intent was to address the concern of the super-1 star contracts, like the Kevin Garnett contract that ev-I eryone points to.

The tax they've come back with im-' pacts the entire system," Hunter said. The league's proposal calls for a tax to be levied on any contract signed under the Bird exception for more than $2.6 million, which was the average salary in the 1997-98 season. I The tax would be paid by owners, with the revenue redistributed to low-revenue teams. In theory, it would deter teams from signing overly lucrative contracts. The tax rate would be 50 percent of the amount over $2.6 million for all contracts worth up to $10 million annually.

For contracts worth between $10 mil-' lion and $15 million, the tax would be 100 percent; be-; tween $15 million and $20 million, 150 percent; and for contracts worth more than $20 million, 200 Graniksaid. i NATIONWORLD BRIEFS 1 uuinHc thn Atlantic nntiWa I Philadelphia Tampa Bay 2 2 15 1 0 1-2 First Perlod-1, Philadelphia, Forbes 1 (Daigle, Gratton), 2:13. 2, Philadelphia, Lindros 3 (Brlnd' Amour, Desier-dins), 8:08 (pp). 3, Tampa Bay, Clark 3 (Renberg, Janney), Penalties Babych, Phi (holding), Kubina, TB (interference), Svoboda, Phi, double minor (high-sticking), 9:52 Second Period 4, Philadelphia, Le- Clair 2 (Lindros, Deslardins), 0:44. 5, Philadelphia, LeClair 3 (Lindros), 4:08.
