I V7 By David Bianculli The networks are bringing out their big guns tonight especially ABC, which recreates D-day on War and Remembrance, and NBC, which has the biggest gvn of all. That's Top Gun, starring Tom Cruise and Kelly McGUlis, in its broadcast premiere. There's also a double dose of Candice Bergen, in Murphy Brown and a movie on TBS. Top Gun p.m., Ch. 3) In the few short years since Risky Business, Tom Cruise has worked with some of Hollywood's best actors (Paul Newman in The Color of Money, Dustin Hoffman in Rain Man) and forged a very impressive in some radio circles, adult contemporary WSNI-FM (104.5) insists it is not planning to tinker with its format, perhaps edging closer to the softer sounds of WEAZ-FM (101.1) and WKSZ-FM (100.3).

"I cant say we aren't always evaluating the music, as every radio station does, but we havent had any serious discussions about the format," program director Jere Sullivan said last week. Static. Starting next Monday, Linda Wertheimer, National Public Radio's political correspondent for the last 18 years, will leave the beat to join Robert Siegel and Noah Adams as rotating hosts of AH Things Considered. The rotation is designed to give each of them time to do reporting. No new political correspondent named as yet.

Former Mayor Frank Rizzo, quite the media darling these days because of his talk show on WCAU-AM (1210), was recently profiled in the Boston Globe. Now, the New York Times has an article in the works. And for much of last week, a writer from Esquire was in town for a story slated for September. Classic rock WYSP-FM (94.1) has named a new assistant promotions director, Bob AviooUL who comes over from WEGX-FM (106.1). Veteran radio newscaster Juan Varleta, who was a casualty in the mass layoffs when WIOQ-FM (102.1) changed hands this year, has landed at WSNI-FM (1043), working with one of his best friends, Barbara Sommers.

At WIOQ-FM (10Z1), program director Mark Driscoll has been upped to operations manager, and jock Elvis Duran has been named program director At WDAS- AMFM, Andrea Coram, acting local sales manager, has been given the title for good; also, Maury Warshour, longtime general sales manager at WBLS in New York, has just hired on as DAS's general sales manager. WHYY-FM (90.9) recent fund-raising was something of a 1 disappointment The goal was $350,000, but $238,731 was all they got. Nobody at the station is quite sure why, but the result might be another mini-fund-raising event in June. By Joe Logan Inquirer Suit Writer When you get right down to it, what is a morning in this town without a strong cup of coffee and that familiar, comforting singsong: "In Harrisburg, San-dy Star-o-bin, KYW Newsradio." Not much. "I didnt develop it," Starobin, 47, KYW's Harrisburg bureau chief, insists of his distinctive sign-off.

"It's simply the inability to pronounce my own last name. I just can't gracefully make the transition from one syllable to the next "I used to worry about it a lot "But I finally realized it's who I am, and nobody has died as a result of it People remember it Whenever I meet people, they generally feed it back to me." The signature, of course, has evolved over the years. In 1969, when he started with KYW, it was simply: "San-dy Star-o-bin, Harrisburg." Starobin was glad when the station changed it "When my son, who is now 21, was very small, he used to listen to KYW, and he thought his name was 'Michael Starobin Linda Ellerbee guest stars on "Murphy Brown" at 9 p.m. on Ch. 10.

Behind that sign-off beats the heart of a hard-core, lifer newsman. He'd much rather talk about his stories than his speech pattern. A New Jersey native, Starobin wrote for The Inquirer from 1967 to 1969 in fact, The Inquirer originally sent him to Harrisburg. These days, he gets to Philadelphia "as little as possible. "I grew up in the shadow of New York, and I always thought tomatoes came from a can," he says.

"I never thought I would adapt to the greenery of Harrisburg. But in the past 20 years, there has been a transfiguration. I'm a country boy now." Married to a family therapist (Sharon), and the father of two children (Jennifer and Michael), Starobin spends his off-hours shooting pictures and teaching photography at the Harrisburg campus of Penn State. But there isn't much off time, because he also works for KYW's sister station in Pittsburgh, KDKA Harrisburg, San-dy Star-o-bin, KDKA "Between the two stations, I always have three balls in the air. If I blink, one of them falls." WIP doings.

Down at WIP-AM (610), your local sportstalk station, midday man Joe Pellegrino's show has been shortened by an hour from 11 a.m. to 2 p.m. to 11 a.m. to 1 p.m. so that Bill Campbell's show can be stretched an hour, from 1 to 4 p.m.

No big deal there, says station president Art Camiolo. Last year, Pellegrino got the three-hour show and Campbell got two hours but also pulled duty handling live remotes and so forth. As of a week ago, they just flip-flopped for a while; now Pellegrino will handle remotes for a while. I career resume (not counting Cocktail). This 1986 action film cemented his status as the biggest box-office draw of the late 1980s, and, in this film, he gets and deserves top billing.

But look at some of the other players here: Val Kilmer (Iceman) went on to star in Willow and will be seen Wednesday as Billy the Kid in a new TNT telemovie; Tim Robbins (Merlin) later co-starred in Bull Durham, and Meg Ryan has been popping up in a lot of films lately. Kelly McGUlis co-stars, shedding her button-down image from Witness. War and Remembrance (9-n p.m.. Ch. 6) Part 9 of 12.

For the record, this is the episode that includes the scene for which War and Remembrance has been accused of abusing a child actor by having him held upside down through multiple takes. It also has some spectacular special effects during a sea battle involving "Lady" Aster (Barry Bostwick) and Byron Henry (Hart Bochner), and a few tough scenes in which Aaron Jastrow and Natalie Henry (Sir John Gielgud, Jane Seymour) are confronted, individually and together, by their Nazi captors. ABC. Murphy Brown p.m., Ch. 10) Linda Ellerbee guest stars in tonight's segment and good-naturedly participates in a 70s flashback sequence.

The plot revolves around Murphy's audition for a TV newsmagazine in the 70s which, not too coincidentally, is when Candice Bergen herself was approached by 60 Minutes to audition as a correspondent. She didn't, but now, with Ellerbee 's help, she gets to play what-if. And so it goes. CBS. Cops p.m., Ch.
