Mitnick, 87, of Ventnor, N.J., a contractor, building industry official and philanthropist who built enough homes in South Jersey to make a city of more than 40,000 people, died Oct.

15 in the Atlantic City Medical Center. Born in Philadelphia, Mr. Mitnick quit high school at 13 when he was only a year from graduation to build houses with his brother-in-law, Philip Shapiro. He dropped out to help support his family, said his son and building partner, Lawrence Mitnick. "The family had a bad habit, they liked to eat," Mitnick said his father used to say.

Between Mr. Mitnick's first sale, shortly after he went into business for himself at age 17, and the sale of a home on Barbara Terrace in Lower Township two days before he died, he built and sold more than 15,000 homes, as well as a few apartment buildings and a shopping center or two. With his partner, Harry T. Kalish, he headed the North Cape May Development which developed much of what is now North Cape May. He also developed Tranquility Park in Lower Township, and sites in Ventnor, Somers Point, Collingswood and Cherry Hill.

Yet, he still had the time and the energy to serve as president of the National Association of Home Build ers and president of the New Jersey Home Builders Association. He also made fact-finding trips to South America, Russia and Scandinavia and was an adviser to several government agencies. "Who needs golf?" he said in a 1969 interview. "I play 36 holes of business every day." "He lived his job," said William J. Henrich a lawyer with Dilworth, Paxson, Kalish Kauffman, which represented the builder for 50 years.

"He loved the challenge and he loved working with people." A stocky six-footer, Mr. Mitnick had completed a 102-unit development near Media, Delaware County, Carl T. Mitnick in the 1960s. by the time he reached age 21. For a time, he quit the business to study law at the University of Pennsylvania.

That effort ended when he met Margaret Greenfield. They got married and he left law school. Mr. Mitnick's career did not altogether go smoothly. Forced out of business during the Depression, he attempted to set himself up again in the late 1930s in Atlantic City.

Just as he got his real estate business going again, he was paralyzed in both legs and had to have a walnut-size tumor removed from his spine before he could walk again. As he was recovering from that, World War II put a temporary end to home building. He was a construction expeditor and engineer during the war, helping to build airfields, among other things. Afterward, he took up construction again concentrating on North Cape May and South Jersey. He never retired.

He ran a streamlined operation. From an unpretentious frame building in Merchantville, a reporter marveled in the 1960s, he managed 11 corporations with just 60 employees. Most of the construction, of course, was subcontracted. In addition to his starring role in the Mel Brooks-directed comedy, the actor won a Tony award on Broadway and appeared regularly in the television shows The David Frost Revue, Temperatures Rising, Bagdad Cafe and True Colors.

Blazing Saddles, with its biting satire on racism, is considered one of Hollywood's top comedies. Comedian Richard Pryor was one of the authors of the screenplay. Little played a palomino-riding railroad worker who teamed up with an alcoholic gunslinger (Gene Wilder) to save a town from a corrupt attorney. "He always had a healthy interest in the stock market," his son said. "For him, it was fun." Harvey Korman played the attorney, Brooks played a governor in cahoots witn Korman, and Madeline Kahn did a parody of Marlene Dietrich.

Little's Broadway work included a variety of plays focusing on the African American experience. He won a Tony award as best actor in a musical in 190 for Purhe. He also was cast as the star in 1979's situation comedy, Mr. Dugan. But the snow, about a fictitious black politi cian, was canceled before it was even shown, the victim of pressure from DiacK politicians.

gH 84, veteran teacher, coach Cleavon Little Emil Weiler, Emil Weiler, 84, who taught in Philadelphia schools for 42 years, died Tuesday at Leader Nursing and Rehabilitation Center in Laureldale, Berks County. He had lived in Cedar-brook for 38 years. Mr. Weiler was born in Philadelphia and graduated from German-town High School. He received his bachelor's and master of science degrees from Temple University, where he was elected to the Kappa Phi Kappa Honor Society.
