Increasingly, the chief brunt of Bates' complaints was Othmer himself, who Bates complained wasn't paying enough attention to the project. In a long memo dated Sept. 16, 1991, Bates laid into his boss.

"Hands-off may be your philosophy, but it is also an excuse for laziness, indecision and for not thinking through decisions when you are compelled to make them," he wrote to Othmer. If Othmer's arm's-length management style left Bates wondering, others were perplexed by Bates' behavior: He wasn't just battling Othmer, staffers say, he was also squabbling with two co-workers, and often withdrawing to his office. His early inquiries into raising the $1.1 million were turning up no interest. No corporation, it seemed, wanted to fund a documentary series on dinosaurs. "The man is a brilliant producer." Bates' departure from The Dinosaurs! during a critical time left the rest of the staff at once panic-stricken and relieved. No one knew the series as Bates did; on the other hand, the tension had become unbearable.

After Bates exited, taking the series' mental blueprint with him, the remaining staffers struggled for three months while Othmer lined up a replacement producer. Kventually, PBS assigned a producer from Washington to tie up loose ends. By last September, more than a year after it was scheduled to air on PBS, The Dinosaurs! was in the can and ready to go. Such a delay is certainly not routine, but not unheard-of on a project of that scope. In the press packet for The Dinosaursl, Bates is listed as producer director third billing behind Othmer as executive producer and PBS producer Karen Thomas as su- pervising producer.

As rough and bumpy as the road to success with The Dinosaurs! may have been, WHYY is happy with the results. It was a critical and ratings victory for WHYY, and it is turning into a financial success as well. The money WHYY spent has been recouped, the station says, thanks to sales for overseas broadcasts of the programs. In addition, among PBS videos, sales of the series are second only to those of The Civil War. Revenue from the project continues to come in.

Perhaps the most pertinent question is: Docs WHYY want to tackle another major PBS project, or will the station take a breather? It already has taken on another project. At 9 p.m. Sept. 14, PBS is set to air Divided Nation: America Speaks Out, WHYY's one-hour examination of how citizens beyond the confines of Washington view the early months of the Clinton administration. This time, WHYY used a producer on staff.

Othmer notified Bates that he was being fired for "unprofessional conduct." Bates has not set foot in WHYY since. "Never in my life liuvc I been fired, Bates says. "I turn up at the smallest tin-pot station I've ever worked for which has a long reputation for being tin-pot and not knowing how to do things and they fire me for unprofessional behavior." When he left, Bates, who has remained in Philadelphia, accused Othmer of ruining his reputation, leaving him unable to land work in the tight-knit documentary world. He also maintained that WHYY owed him $25,000. Bates now says that he reached a financial settlement with WHYY earlier this year and that much of his anger toward the station has subsided.

Othmer is not long-winded on the writing in sight, WHYY returned to PBS for an additional $400,000 grant. When that money ran out, WHYY dipped into its own coffers for $700,000. In May 1990, when WHYY dismissed eight employees and eliminated five vacant positions (four of them TV producers) because of budget cuts, rumors raced through the building. "We thought The Dinosaurs! was going to make production at WHYY extinct," says one WHYY producer who asked not to be named. Breitenfeld and Othmer say that the $700,000 came from a special reserve fund and that the layoffs were unrelated to that expenditure.

Back in the project's production offices, as the months wore on, Bates was growing more and more dissatisfied. WHYY's accommodations still weren't right, nor was his staff. As a result, he told Othmer, he was having to redo 10 a.m. Radio Times Topic: Children and rights, WHYY-FM (90.9). 11 a.m.
