A native of Greensburg, Mr. Snyder earned a bachelor of science degree from Dickinson College and his law degree from the University of Virginia. He developed a strong interest in environmental matters while working on legislation as an aide to sylvania Republican Hugh Scott, who was the U.S. Senate minority leader. Named head of the EPA's Middle Atlantic Region from 1973 until 1977, Mr.

Snyder was often the bearer of bad news in the Philadelphia area. Whenever he was quoted, it was usually to tell about environmental problems cancer -causing organic chemicals in the water or potential health problems from dust stirred by cars on city streets. And when he suggested, only a few days after he took office in 1973, that drivers might be allowed to bring their cars into the city only four days a week, the outcry was so loud, the plan was quickly re-examined and dropped. After leaving the EPA in 1977, Mr. Snyder was named vice president of Westmoreland Coal Co.

and president of the company's Colorado subsidiary. In 1983, he set up his own business, Hazox a supplier of chemical and environmental risk-management software systems. At Drinker, Biddle Reath, where he had been a partner since 1990, he was head of the environmental law group. In Chester County, Mr. Snyder also played a role in conservation.

He was a general partner in Buck Doe Associates L.P., which raised more than $13 million to buy a section of King Ranch in western Chester County and set aside a large section of it as an environmental easement where development will be banned. In addition to his brother, he is survived by his wife, Kathleen G. Snyder; a daughter, Suzanne; a nephew, Tony Arrieta, whom he and his wife helped raise; a brother, and his mother, Martha Snyder. A viewing will be held at Reilly DellaVecchia, Cypress and Marshall Streets, Kennett Square, from 6 to 9 p.m. today.

Services will be held to- Morton Fine, 70, prosecutor in Justice Dept. Morton M. Fine, 70, a retired lawyer who lived in Melrose Park, died Tuesday at Abington Memorial Hospital. Mr. Fine was a graduate of Olney High School, the University of Pennsylvania and Harvard Law School.

He worked as an attorney in the Philadelphia office of the U.S. Justice Department Anti-Trust Division between 1950 and 1979. He investigated and prosecuted many prominent cases, including the General Electric and Westinghouse price-fixing conspiracy. During the Cold War, he was instrumental in helping several of his Jewish relatives emigrate from Kiev, Ukraine. Once they arrived in the United States, he helped them find their first jobs.

He had a life-threatening stroke in November 1990 and a national television news report focused on his rehabilitation process. He was able to participate in the marriage of his son, Glenn, two weeks ago. "We were all proud of him walking up the aisle himself at that wedding," said Jonathan, another son. Mr. Fine was an avid tennis player and skier.

He also was interested in model railroads, traveling, music and languages. He was an inveterate do-it-yourselfer. In addition to his two sons, he is survived by his wife, Alice; daughters, Audrey and Phoebe; a sister, Barbara M. Fleisher, and grandchilden. Services will be held at 3 p.m.
