Quinn of Palm Bay; daughter, Kathleen Quinn of Palm Bay; brother, Felix DiPietro of Delray Beach; sister, Hilda Cadigan of Winthrop, and one grandchild. No calling hours are scheduled. DOROTHY REITER TITUSVILLE Dorothy L. Reit-er, 67, a homemaker, died Monday, April 3, at Jess Parrish Memorial Hospital in Titusville. Mrs. Reiter was a Brevard County resident for 24 years. Survivors include her husband, Homer Reiter of Titusville; sons, Theodore Reiter of Titusville and Daniel Reiter of Saudi Arabia; daughters, Carol Menges of Titusville and Maryanne Ciullo of Orlando; brother, John Henry of Mims; sister, Faye Sarra of Girard, Ohio; and five grandchildren.

Calling hours are 2 to 4 and 6 to 8 p.m. today, with a rosary at 7, at Brevard Funeral Home North in Titusville. A funeral Mass will be celebrated at 11 a.m. Thursday at St. Teresa's Catholic Church in Titusville.

ELIZABETH RILLSTONE TALLAHASSEE Elizabeth Anne Rillstone, an infant, died Friday, March 31, at Tallahassee Memorial Regional Medical Center. Survivors include her parents, Douglas and Jean Driscoll Rillstone of Tallahassee; brother, Nicholas Rillstone of Tallahassee; paternal grandparents, H.J. and Alice By Elliott Jones FLORIDA TODAY SEBASTIAN The Sebastian Police Department has been riddled by serious administrative problems, but better days are ahead, according to a review by the U.S. Department of Justice. At the request of the city, a three-member Justice Department team reviewed the day-to-day operations of this city's small police agency.

The team's 43-page report was released on Tuesday. The report mentioned well-known problems such as accusations of political interference in the police department and poor morale and facilities. But it also criticized administration of the police budget, antiquated bulletproof vests and poor record-keeping. The report acknowledged that solving all the problems will be neither easy nor quick, and most Rillstone of Edgewater; maternal grandparents, Jerry and Marie Driscoll of Melbourne; and maternal great-grandmother, Helen O'Connell of Melbourne. ELMER SCHNEIDER ROCKLEDGE Elmer T. Schneider, 86, a retired underwriter, died Tuesday, April 4, at Adare Medical Center in Rockledge. Mr. Schneider moved to Brevard County 12 years ago from Maitland. He had been a fire prevention engineer underwriter for Bethlehem Steel Co.

He was a member of the Elks and Quakertown Lodge 512 of Pennsylvania. Survivors include his brother, Raymond Schneider of Longmea-dow, and sisters, F. Olive Chandler, Ruth Wadsley and Emma Crooker, all of Clinton, Mass. No calling hours or services are scheduled. Florida Memorial Funeral Home, north of Melbourne, is in charge of arrangements.

FLORENCE SMITH VERO BEACH Florence May Smith, 95, a homemaker, died Thursday, March 30, at Vero Beach County 28 years ago from Winter Haven. He was born in Beloit, and was a member of First Baptist Church of Eau Gallic He had been a parachute rigger at Patrick Air Force Base, retiring in 1978. Survivors include his wife, America Moffatt of Melbourne; and brothers, Guy Kirkland of Melbourne, Kenneth Kirkland of Sum-merville, S.C., and William Kirkland of Savannah, Ga. Calling hours are 6 to 9 p.m. today at Florida Memorial Funeral Home, north of Melbourne, and 9 to 10 a.m.

Thursday, followed by services, at First Baptist Church of Eau Gallie. Burial will follow at Florida Memorial Gardens. C. PARIS O'NEILL VERO BEACH C. Paris O'Neill, 61, a retired dispatcher, died Friday, March 31, at Indian River Memorial Hospital in Vero Beach.

Mr. O'Neill moved to Indian River County 30 years ago from Tennessee, where he had been a chemistry teacher. He then worked for the Indian River County Sheriffs Office until his retirement. Survivors include his son, Van O'Neill of Gainesville, and daughter, Len Hoffman of Memphis, Tenn. No calling hours or services are scheduled.

Cox-Gifford Funeral Home in Vero Beach is in charge of arrangements. WILLIAM PHYFE VERO BEACH Col. William Lee Phyfe, 78, a retired executive, died Monday, April 3, at Indian River Memorial Hospital in Vero Beach. Col. Phyfe moved to Indian River County four years ago from Ridgewood, N.J.

After 30 years with he retired in 1976 as director of shareowner relations. He had been responsible for correspondence with more than three million shareowners. While employed by the telephone company, he developed the nation's first dividend reinvestment plan as well as the company's first registered bonds. He also prepared the company's annual reports and proxy statements. A gunnery officer during World War II, Col.

Phyfe served in the XIV Corps of the Sixth Army in the 1945 invasion of Luzon at Lingayen Gulf in the Philippines. He also commanded a group of four artillery battalions at the siege of Manila and participated in the occupation of Japan in 1945. He received two Bronze Stars. After the war, Col. Phyfe commanded a field artillery training group in the Army Reserves.

He retired in 1971. He was a 1929 graduate of The Choate School and a 1933 graduate of Princeton University. He was a member of the Moorings Club, the Nassau Club of Princeton, the Telephone Pioneers of America and the Hobbyists Club of Ridgewood, N.J. He also was a former member of the West Side Presbyterian Church in Ridgewood. Survivors include his wife, Lillian Phyfe of Vero Beach; daughter, Barbara Bryant of Ridgewood; brother, Duncan Phyfe of Old Say-brook, and three grandchildren.

No calling hours are scheduled. Memorial services will be in Ridgewood. Strunk Funeral Home Care Center. Mrs. Smith moved to Indian River County 26 years ago from her native Worcester, Mass.

ELAINE TERPENNING MICCO Elaine Beverly Estes Terpenning, 60, the co-owner of The Shady Lady nursery, died Monday, April 3, at home. Mrs. Terpenning moved to Brevard County 23 years ago from Ohio. Survivors include her daughters, Carol Van Schaick of Raquette Lake, N.Y., Sharon Shaefer of and Linda Fucci of sisters, Barbara Hendrickson of Merrill, and Shirley French of Palm Bay; brother, Romey Estes Df Micco; and two grandchildren. Mrs. Kerl was a member of the Merritt Island Extension Home-makers and Merritt Island Presbyterian Church. Survivors include her daughters, Barbara Hausbeck of Merritt Island and Edith Marcher of La Mirada, four grandchildren; and three great-grandchildren. EVESIA McGEE BOCA RATON Evesia Mary McGee, 99, a homemaker, died Friday, March 31, at West Melbourne Health Care Center. Mrs. McGee moved to Brevard County nine months ago from Boca Raton, where she had resided for 30 years. She was born in Imlay City, and was a member of the Congregational Church of Boca Raton. Survivors include her sons, Barry McGee of North Hollywood, and Col.

She had been a parts clerk at Vatland Olds in Vero Beach. Survivors include her husband, Edward Mickel of Vero Beach; brothers, Gene Marckel of Vero Beach, Thomas Marckel, Rodger Marckel, Lawrence Marckel, Wayne Marckel, Steve Marckel and John Marckel, all of Toledo; sisters, Geraldine Uhlich, Violet Lagger, Joan Webb and Linda Beamer, all of Toledo; and half brother, Justin Marckel of Defiance, Ohio. HERMAN ANDERSON TITUSVILLE Herman E. Anderson, 102, a retired rural mail carrier, died Monday, April 3, at Titusville Nursing and Convalescent Center. Mr. Anderson moved to Brevard County 34 years ago from his native New Sweden, Maine, where he had served as deacon, trustee and treasurer of the New Sweden Baptist Church. Survivors include his son, Richard Anderson of Titusville; daughters, Rosalind Sodergren and Helene Ludwig, both of Titusville; sister, Mabel Espling of Conroe, Texas; seven grandchildren; and 13 great-grandchildren.
