20 episode of CBS's Murphy Brown. Junes Eoppolo, formerly of WIOQ-FM and WCAU-AM, has replaced Rob Federal as production-director at all-talk WWDB-FM ABC News' PrimeTime Live -producer Amy Sacks has been -named vice president for specials at Walt Disney TV. Sacks, a 13- year veteran at ABC News and Sports, will oversee development 0 and production of specials for Walt By David Bianculli L.A. Law is back, and NBC's Thursday lineup is back to full strength. The Cosby Show p.m..

Ch. 3) Want to know how fast, and far, time flies? Tonight's plot is all about a schoolmate romance and the spotlight is on young Rudy (Keshia Knight Pulliam). Bill Cosby stars. NBC. 48 Hours (8-9 p.m..

Ch. 10) Taking a cue from Deborah Nor-ville's Bad Girls (though, it's all but assured, doing a better job), Innipht's 4H Hours is scheduled to summer, with airing scheduled for the 1991-92 season. According to Mike Quattrone, Channel 12 director of broadcasting. Dinosaurs! (catchy title) is the only new project to earn SPC funding this year. Quattrone credits the coup to the public's fascination with dinosaurs.

Bottom line is $2.3 million for the series, to be shot in North America and, possibly, in China and the Soviet Union. (They'll crank up the beg-athons for the other mil.) Each segment will be an hour. Part 1: "The Monsters Part 2: "The World of the Part 3: "The New Part 4: "The Death of the Dinosaur." Short stuff. And that means Penacoli 's 5:30 p.m. co-anchor slot with Pat Ciarrocchi would be up for grabs. Channel 3 weekend anchor Jack Jones, who just returned to the air after surgery, and Howard Joffe, Troubleshooter 3 ace and noon co-anchor, both would love the potential plum. (Jones says it; Joffe hints at it.) KYW-TV news boss Randy Covington says he hasn't given it a thought. Joffe, Jones' weekend backup and an ocassional fill-in for Steve Bell at 6 p.m.

4 visit "Women Doing Time." CBS. Kadeem Hardison and Lisa Bonet on "A Different World," 8:30 on Channel 1 A Different World p.m.. Ch. 3) Here's a noteworthy homecoming: Lisa Bonet, whose character of Denise was spun off from The Cosby Show into A Different World, was sent out of that world after she became pregnant in real life. Now she's back on Cosby as a regular and, tonight, guest stars on the Different World that is now a different show, with a new executive producer, new co-stars and with Jasmine Guy firmly in the starring position.

NBC. Cheers p.m., Ch. 3) This episode is a hoot: There's another guest appearance by a politician, this time Boston Mayor Ray Flynn, who brings an award to commemorate the bar's 100th anniversary. Flynn had better be a better politician than comedian, but his appearance prompts one of the show's all-time funniest lines, courtesy of Woody Harrelson's Woody. Wait for it.

Oh, and hardly as an afterthought, Lilith (Be be Neuwirth) has a baby the old-fashioned way: off-camera, the way Lucy did it. NBC. Dear John p.m.. Ch. 3) Jan Hooks of Saturday Night Live guest stars as a flighty flight attendant who becomes obsessed with John (Judd Hirsch).

NBC. LA. Law (10-1 1 p.m., Ch. 3) The season premiere of L.A. Law covers all the bases literally (thanks to a softball game with a rival law firm) and figuratively.

Topics include the concern that Benny (Larry Drake) and Alice (Amanda Plummer) are having sex (hence the episode's rather insensitive title, "The Unsterile a trial in which Sifuentes (Jimmy Smits) defends a furrier, and a memorably risque exchange between Kuzak (Harry Hamlin) and Grace (Susan Dey). Beware of grisly footage, supplied by the Humane Society, of small animals being snared in brutal traps. The fur industry has responded by sending TV critics information stating that only 25 percent of fur garments in America come from trapped animals but that hardly seems a persuasive argument. NBC.
