Lloyd H. Wood, Republican nominee for Governor, today charged the Democrats with failure to take a "positive and forthright position on any of the real issues" in the Nov. 2 election campaign. "The Democrats should come from behind their mask of diversion and deceit designed to fool the voters of Pennsylvania," Wood said at a luncheon in the YMCA here. "When one realizes what the opposition's record is for performance in the best interest of the public at every level of government, it is not difficult to see what Is in store for the Commonwealth's citizens if, by mischance, they are voted into power.

"For example, in Pittsburgh the wage tax came suddenly on the heels of a campaign that was silent as to the real intention on that score. "In Philadelphia, economy in government was stressed. The citizens of that city were promised low taxes and retrenchment in governmental expenses. "The record there shows that the budget has been substantially increased, the number of employes has gone up and more taxes have been heaped upon the overburdened backs of the city's taxpayers. "It is no secret that 2000 business establishments have been compelled to leave Philadelphia because of the mercantile tax levied on gross receipts of those businesses which makes it impossible to operate profitably." Wood also told political and business leaders here that he would make every effort to see that a fair tax structure is maintained for the State's industries.

DENIES FAKE ORDERS Lutz, questioned by his counsel, Crawford Jamieson. denied any knowledge of fake division orders under which other officials allegedly obtained personal items including golf clubs, brief cases and golf balls. He said he sent his check to a division supplier for a set of kitchen furniture, but the supplier never, cashed the check. He said he never solicited "political contributions" for Hoffman, former Governor and division director at the time of his death, June 4.

Hoffman, like Lutz and three other State officiate, was under suspension by Gov. Robert B. Mey-ner on charges of irregularities in division administration. CONTRADICTS WITNESS Lutz contradicted the testimony of George B. Tonkin, Newark office equipment supplier, who testified to giving him $800 in two payments as "political contributions" for Hoffman.

Lutz said he received envelopes from Tonkin, which appeared to contain money, but did not know how much. He turned them over to Hoffman. This was In 1946 and 1947. Lutz said Hoffman was "broke" after his unsuccessful campaign to win a second Republican nomination for Governor. He said Tonkin apparently knew this and wanted to help the former Governor.

The suspended official told of his own limited financial circumstances. He spoke of a $45 purchase of golf clubs for which he paid in two installments. His division salary is more than $9000 a year. He has testified to owing $1500 on his automobile and having a $7200 mortgage on his home. REFUTES GIFT TESTIMONY Earlier he denied he received a $1200 Christmas gift from George F.

Fish, a printing jobber who had considerable business with the division. Lutz related a conversation he had with Raymond Harrison, a Division buyer who was questioned by State investigators after Hoffman's suspension March, 13. Harrison was one of those testifying to the fish gift to Lutz. Lutz told of meetir.g Harrison in a bar and discussing the questioning by Fisher. Harrison, Lutz said, told him Fisher had subjected him to "a brain washing." "They want to know who got the ding-dong?" Harrison allegedly remarked to Lutz, who asked him what he meant.

"They said that someone must have gotten the money," Lutz quoted Harrison as explaining. Lutz said his own comment to that was, "that's silly." $750,000 Suit Filed carry the State through the bien-nium. TAXES GO HIGHER' "Each succeeding Republican administration has pushed the State's budgetary requirements higher and higher and taxes have gone higher and higher. How much of this money has been used to build political fences? Who has paid the bill for this questionable mishandling of public funds? "The answer is: The millions of parents of Pennsylvania school children whom Mr. Horst is now trying to hornswoggle with his ridiculous political oratory," Leader said.

Mitchell today named several members of a special committee that will discuss the Party's controversial "loyalty pledge" at a Democratic meeting Saturday. The list included a number of Southerners who have fought the pledge ever since it was adopted at the 1952 national Democratic convention in Chicago and became part of the permanent rules of the Party.

The Southerners want to kill or modify it.
