He wants to hire five women to do nothing but issue summonses for parking violations. NEWARK, N. J. CAP). Patrol By MILDRED MARTIN Timely and terrible, Columbia's "On the Waterfront" is a scream ing indictment of corrupt union leaders who destroy the very men they presumably are sworn to pro tect.

It is a darkly drawn drama of frightened and forlorn misfits, too weary and too hopeless to put up fight to free themselves of their tormentors, And, above all, it is the moving account of how the least likely among the members of Long shoremen's Local 374 an "errand" boy for the boss and his brass knuckled henchmen at last rebels and in so doing achieves human dignity. Toughly written by Budd Schul- berg. who has drawn from a series of Pulitzer Prize-winning articles by Malcolm Johnson, brilliantly di rected in almost documentary fashion by Elia Kazan, superbly acted down to the last extra and up to Marlon Brando as the men tally slow, anguished tormented hero, this extraordinary film at the Stanley is unique among even the giants of the screen. From the brutal, ordered killing of the first scene to the blood-drenched finale 108 racing minutes later, "On the Waterfront" holds attention as relentlessly as Boss man Joseph Tartaglia nabbed an unidentified man for shooting dice on a street corner. A fire nearby distracted his attention so he handcuffed his pris oner around a street pole twice the man's height.

When he returned, the pole was still there. The prisoner wasn't. Police theorized he shimmied up the pole and made good his escape. But the man's freedom was short-lived, as police took him in custody later. NEW BEDFORD, Mass.

PITY ADDS TO VALIDITY Perhaps the thing which gives the whole validity is the deep un dercurrent of pity, the unsenti mentalized fashion in which the plight of men without courage and men without hope has been pre sented. Nor is there any weakening impact of the drama by the logical injection of romance between Brando's young 6elf-styled "bum," and the sister of the man he set up for murder, or the im passioned efforts of a militant, courageous priest to see justice done and the boss of Local 374 ex posed for the murderer he is. Alive with the telling, realistic touches for which Kazan is justly famed, bristling with incredibly perfect performances, "On the Waterfront" is a model of artistic integrity without an ounce of "artiness to weaken its headlong drive or power. If reservations still linger in any one's mind concerning Brando's ability as an actor, "On the Water front" should dispel them completely. Once more guided by Ka zan, as he was in "A Streetcar Named Desire" and "Viva, Brando surpassed his past record as Terry who finds courage moral courage within himself in moment of blind anger and des pair.

NEWCOMER GOOD ACTRESS As fine in their way, too, are Lee J. Cobb, the hated and horri fying Joe Friendly; Karl Maiden as Father Barry, who believes in the application of religious prin ciples outside the church: Rod Steiger, Brando's "gentleman1 brother who winds up pinned to an alley fence by a longshoreman's hook. Making her screen debut, Eva Marie Saint, of radio, TV and, briefly, of last season's "Trip to Bountiful," is much more than a lovely newcomer. Natural, unaf ectedly beautiful, Miss Saint is al so an actress of rare sensitivity as she proves in scene after scene as Edie, convent bred, tenement Dorn, wno iinds love as well as tragedy on the waterfront. Also distinguishing themselves are Pat Henning.
