TELEVISION Helping Others: Roseanne and Tom Arnold have donated $100,000 to create a foundation that will provide support and assistance for victims of incest and child sexual abuse. The couple, who have stated publicly that they were both victims of sexual abuse as children, chose the Thanksgiving weekend to make the announcement because, they said, "We are thankful for being survivors who have the ability to help others." Inner-City Scholarships: In response to the Los Angeles riots of last spring and in the belief that "education is one key to the rebuilding effort," Steven Bochco Productions has initiated a scholarship program for students graduating from inner-city high schools. The grants are primarily intended for students seeking aid to attend one- or two-year trade and technical schools and community colleges. Spoto's insights into Dietrich's life-as art, art-as-life persona are quite compelling. Bach's book is Herculean in scope 500-plus pages. And absolutely fascinating despite its daunting size.

Dietrich is a notoriously difficult subject because she cleverly outlived most of her contemporaries and veiled her life expertly. Still, despite the labyrinth of half-truths Marlene created, Bach did uncover at least one genuine stunner: the reason that Dietrich -to the incredulity of the few who knew her life story insisted that she had no sibling. Judy Garland has finally emerged from the shadow of her tragic premature death in 1969 and from the bitter, unhappily publicized few years that preceded it. It is in this light that she appears in a magnificent new book, "Judy Garland: World's Greatest Entertainer" (Henry Holt). Author John Fricke has written a splendid text. It is laudatory, but not unrealistic. He has gathered a ravishing collection of photographs, almost every one previously unpublished. Reading this work, one is reminded not only of Garland's famous movies, but also of her thrilling concert career.
