At a news conference Tuesday in a maintenance hangar at Heathrow Airport, Jackson pledged to work for the children of the world and announced two projects: the $65,000 Michael Jackson International Children's Prize to be awarded to those who have done most to help children, and a World Council of Children "to provide children with a forum to express their ABC Finishes 1,2, 3 Jackson unique vision for healing the world.

VIENNA Cultural elite? One can only wonder what Vice President Dan Quayle would make of the A.C. Nielsen ratings released Tuesday. At the top of the list of prime-time shows last week was Roseanne Arnold in ABC's "Roseanne," seen in about 15.6 million homes.

At the bottom, No. 93, was Julie Andrews in ABC's "Julie," seen in about 2.8 million. The week, meanwhile, went to Murphy Brown's network, CBS, even though ABC captured the top three spots. CBS averaged a 9.8 rating, compared to ABC's 9, NBC's 8.2 and Fox's 6.6. The David Lynch-Mark Frost comedy "On the Air" began where their "Twin Peaks" ended: Near the bottom of the ratings.

The debut of their latest TV venture on ABC last Saturday ranked No. 89, attracting only 8 of the available audience. Other summer series checking in last week fared considerably better. "Grapevine," benefiting from a position in CBS' strong Monday night lineup, tied for No. CBS' "Bodies of Evidence" tied for No.

19 and Fox's "Down the Shore" tied at No. 26. Only CBS' "Hollywood Game" gave "On the Air" a run for its money, placing No. 82. LEE MARGULIES OPENINGS giant bear-shapes joined at the back, isn't a thing of beauty.

It isn't even cute. Like a triplicate blowup of a tattered, moth-eaten toy, "Godbear" is ludicrously inappropriate to Vienna's grandiose central museum complex. But that makes the monumental sculpture a perfect marker for an exhibition that sabotages the myth of teddy bears as lovable toys as well as the tradition of museums as treasure houses. Art meets childhood innocence and adult power trips in this show, which includes everything from hundreds of antique toys to teddy bears in advertising, fashion and fine art. The ambitious study of the uses and abuses of teddy bears, curated by Ulrich Borsdorf of the Ruhrlandmuseum in Essen, is so multifaceted that it can mean just about anything.

And that may be why the show was a hot item for visiting art critics. Deconstructivists loved the long line of dismantled bears suspended on a wire above the grand staircase leading up to the show. Those attuned to psychological aspects of Please see VIENNA, F3 Continued from Fl and seats of power, an unofficial buzz provided a network of information on the Austrian art scene for eager visitors. If you took off your earphones and tuned out the translators, you heard something like this: "Have you seen the Bruegels at the Art History Museum? Have you seen the Vienna Secession building? Have you seen Marina Abramov-ic's show at Galerie Krinzinger? Have you seen the teddy bear show at the Natural History Museum?" The teddy bear show? I'm not making this up. Even aesthetic purists who refused to see "Barenlese.

The first clue is Charlemagne Palestine's enormous "Godbear" sculpture sitting in front of the domed, 19th-century building that houses the Natural History Museum on Maria-Theresien-Platz. The sculpture, made of three Hammer Crew Shot: Three members of rap star Hammer's tour crew were wounded in a drive-by shooting at a park in Albuquerque, N.M., police said Tuesday. It was not immediately clear whether Hammer was at Roosevelt Park when the shooting occurred shortly before 11 p.m.

Monday. The crew earlier had played a charity Softball game with Albuquerque firefighters and were having a barbecue when a vehicle pulled up and six to eight shots rang out. Brian Snead, 28, of Oakland, was shot in the face, and Delaney McGill, 29, of New York City, was wounded in the neck and ear. They were treated at a hospital and released. Art Grimes, 29, of San Jose, was treated at the scene for a graze wound on his leg.

Hammer had performed Sunday night in Last month, one worker for a band touring with Hammer, Boyz II Men, was killed and another injured in a shooting at a Chicago hotel where the entourage stayed. TELEVISION Button, Button: "The Howard Stern Show" is known for its offbeat material, but the nude woman seen for 10 to 15 seconds during last Saturday night's broadcast on KCOP Channel 13 was not a scheduled guest. A technician inadvertently pushed the wrong button, causing an unidentified satellite feed to briefly get on the air, a KCOP executive explained. Both the station and The Times received calls from puzzled viewers wanting to know what happened. Making the Team: NBC News now has a new team for its Saturday and Sunday edititons of "Today." National Public Radio's Scott Simon will join previously reported Jackie Nespral of Univision to co-anchor the programs.

(Mrs. Anna Murdoch, Secretary of Defense Richard Cheney and his wife, National Endowment for the Humanities chair Lynne Cheney, National Review editor John O'Sullivan, conservative commentator Irving Kristol and movie critic Michael Medved looked on, to Murdoch's embarrassment.

But here's what Hollywood wants to know: Did the Fox studio and TV network owner cut off his nose to spite his face by taking such a drastic action? Chao, 36, is one of the bright lights of television, or was, up to this point. He is a Barry Diller protege who was getting ready to run all Fox TV stations and Fox News. As one insider at Fox said to me: "Murdoch needed Chao. Why not just reprimand him and let him make a public apology? Why such a Draconian reaction to what is essentially so little? After all, the guy who disrobed and re-robed did nothing suggestive. So it was stupid shock treatment on Chao's part.

But liberal Hollywood is going to take Chao's part versus Murdoch's stuffy reaction." Well, that's just one opinion. With "family values" as a real issue in this coming election, there are plenty of converse opinions as well. P.S. Would Murdoch have had such an extreme reaction if the disrober had been an attractive woman? Just asking. People are talking about last Saturday's marriage of Tony Dunne and Rosemary Breslin at Southampton's Beach Club.

What a get-together of two rambunctious, talented and wonderful Irish-Catholic families! Even New York Gov. Mario Cuomo and his wife, Matilda, were there, and they joined in the joy staying for the whole thing. Tony Dunne, son of Dick, had his famous writer uncles John, Gregory and Dominick on hand. Tony, a Broadway and Hollywood set designer, is all ready to do the scenery for the upcoming movie "The Firm." The bride is a writer and her famous father, Jimmy, was present with his wonderful wife, Ronnie Eldridge, and on his best behavior. Actor Griffin Dunne and wife Carrie were also there.

And let's not forget one of the greatest authors in America, Tony's aunt-by-marriage Joan Didion. The couple will make their home in Greenwich Village.
