The newspaper Zycie Warszawy says 18,800 cases of unapproved buildings were uncovered in 195S. It tells of "illegal legalization" or cases where officials granted permits to builders after their homes already were finished. To stem building law violations, an official report recommended a closer watch on building plans, tougher penalties for violators and "unconditional liquidation of the practice of illegal legalization of unauthorized building sites."
