Survivors include her husband, Robert Pagh of Titusville; daughter, Janet Kofoed of Drexel Hill, brothers, Walter Owens, Robert Owens and George Owens, all of West Palm Beach; sister, Flossie Coker of West Palm Beach; and two grandchildren. She was a member of New Covenant Fellowship Church in Melbourne and the New Jersey Teachers Association, New Jersey Retired Teachers Association and Water district budget proposal might lower tax By Elliott Jones FLORIDA TODAY Budget drafters with the St. Johns River Water Management District are proposing $1 million in cuts from next year's budget of $113.5 million, a spokesman said. That would reduce the district's proposed property tax rate for 19 coastal Florida counties, including Brevard, from 0.37 mills to 0.36 mills, said spokesman Ed Albanesi. The lower rate is 36 cents in taxes for every $1,000 in taxable property value. An owner of a $85,000 home, with a $25,000 homestead exemption, would pay $21.60 in taxes.

Last year's property tax was 0.346 and the budget totaled $111.5 million. The new tax rate was ordered last week by the district's governing board during a hearing in Palatka. A final hearing is scheduled at 5:05 p.m. Sept. 26 in Palatka.

The cuts: $100,000 from equipment purchases. $570,000 in land buying. $330,000 for consultants. "We'll be going back and deciding what exactly to cut out of those general areas," Albanesi said. Besides property taxes, the district's budget includes multi-million-dollar land buying and environmental protection programs that are largely financed through the state.

HARRIET SIROTA MERRITT ISLAND Harriet Sirota, 64, a homemaker, died Friday, Sept. 14, at Cape Canaveral Hospital in Cocoa Beach. Mrs. Sirota moved to Brevard County 25 years ago from her native Brooklyn, N.Y. Survivors include her husband, Eugene Sirota of Merritt Island; daughters, Jackie Chiger and Roni Levin, both of New York; brother, Alvin Dorfman of Palm Bay; sister, Cyril Eisen of Merritt Island; and two grandchildren.

BUFORD TAYLOR TITUSVILLE Buford Taylor, 85, a retired carpenter, died Friday, Sept. 14, at Parnsh Medical Center. Mr. Taylor was born in Baulcom, Tenn. He moved to Brevard County in 1979 from Huntsville, Ala.

Survivors include his daughters, Wanda Sleeth of Titusville and Carol Puth of Raleigh, N.C.; sister, Betty Nichols of Shelbyville, and three grandchildren. JOSEPH ROSA MELBOURNE Joseph C. Rosa, 77, a retired firefighter, died Friday, Sept. 14, at Holmes Regional Medical Center. Mr. Rosa was born in New York City.

He moved to Brevard County from Stamford, in 1974. He was a member of the Catholic faith, the American Association of Retired Persons and the Harbor City Golf Club. Survivors include his wife, Elizabeth Rosa of Melbourne; son, Thomas Rosa of Wallingford, daughters, Nancy Arcano of Nor-walk. and Joanne Moavero of Stamford; brothers, Paul Rosa of Norwalk, John Rosa and William Rosa, both of Stamford; sisters, Florence Candido and Rose Jones, both of Stamford; and four grandchildren. No local calling hours or ser vices are scheduled.
