INTERNATIONAL NEWS The 1990 Men's Interzonal begins June 27 in Baguio City in the Philippines. The World Chess Federation (FIDE), which runs the Interzonal as part of the qualifying process for the three-year world championship cycle, has changed the format of the event, replacing the cumbersome round-robin tournaments of previous cycles with a massive 64-player, 13-round, Swiss-system event. The top 1 1 finishers will advance to the Candidates matches, which will select tho challonger for the 1993 world championship. The Swiss system, in which players are paired against opponents with the same score, is by far the most common type of tournament in tho United States. It efficiently selects the best player from a large group, but is far less accurate in determining subsequent prizewinners.

Players who start well in a Swiss-system tournament will face tougher opposition than those who draw or lose in an early round, then get hot. The round-robin, or all-play-all, reduces the influence of luck in pairings and arranges every player in his deserved place in the final standings. However, round-robins take much longer to complete, making them impractical for competitions involving more than 20 players. In the last few years, the Swiss system has gained popularity in Europe, and now FIDE has givon it another boost. The U.S.

will be represented in Baguio City by IM Stuart Rachels of Alabama; GM-to-be Gata Kamsky of New York City; and GM's Nick de Firmian of Berkeley; Roman Dzindzichashvili of New York; Boris Gulko of Massachusetts; Tony Miles, nominally of Seattle; and Yasser Sairawan of Seattle.
