CBS. TV 101 (9-10 p.m., Ch. 10) Part 3 of 3.

Among TV's current controversies, this episode ranks somewhere below the Married With Children advertiser protest but somewhere above the Equalizer deaf-role-given-to-hearing-actress protest The lightning rod this time derives from the three-part i.vm CUTTER 1 Channel 29 took the first step toward expanding The Ten O'clock News this week by leasing space for a bigger and better newsroom. Since the newscast's February 1986 debut, news director Roger LaMay and his worker bees have been operating, if you can call it that, out of a tiny, windowless, newsroom in the basement of the station at Fourth and Market Streets. But not for much longer. By the end of April, says WTXF-TV top gun Jim "Gimme 5V Boaz, the newsroom will be relocated to the second floor and will be larger. With windows! The station now occupies 25,000 square feet in the basement the first and some of the second floors of the four-story building.

This week, Boaz signed a lease for an additional 2,300 square feet on the second floor. According to TXT business manager Kent Von Hertsenberg, the lease runs through May 1992. Expanding The Ten O'clock News from 30 minutes to an hour "is taking a shorter time than I ever thought" says Boaz. "I figured it would be five years. We're almost ready to go now.

It's just a question "programming decision" bumped Moore for a repeat of the November '88 SNL, with Matthew Modine. On another SNL note, Mel Gibson will make his debut as host on April 1. Watch this space in case he gets rescheduled. Beading south. John "Harvey in the Morning" Harvey of WMGK-FM (102.9) reports that he will continue as announcer for Super Sloppy Double Dare after the Nickelodeon kiddie show moves to Orlando, Fla.

Double Dare, which had been produced at Channel 12, is scheduled for three weeks of taping in Orlando, beginning in mid-April. Harvey will be there. For two weeks, he'll do double duty, broadcasting his "MGK show in the morning and shooting Double Dare in the afternoon. Then he'll take some vacation. According to Harvey, "MGK boss Larry Wexler agreed to Harvey's Double Dare obligations when he signed him in April 1987.

Short stuff. Former WYSP-jock-turned-documentary producer Lesley Ann Patten, 32, has joined NBC's new cable Consumer News and Business Channel (CNBC) as a producer. The 24-hour-a-day CNBC, based in Fort Lee, N.J., goes on line April 17. At full complement there will be about 200 employees, including 50 on-air types. "Time Flies" Jon Provost who played young Timmy in Lassie from 1957 to '64, will have a recurring role in the new syndicated Lassie, to debut in the fall.

Provost 39 can you believe that? will play the brother of Christopher Stone, the father of the family. The mother is Stone's real-life wife, Dee Wallace Stone. Ted Roppel's Koppel Communications is developing three one-hour specials for PBS about leadership. The series is targeted for late 90 or early "91. Although neither Fox nor NBC will confirm it, Hollywood insiders say that Nancy McKeon, who played Jo on NBC's Facts of Life for nine years, will star in the Melanie Griffith role. No word yet on the casting for the Harrison Ford and Sigourney Weaver roles. More Moore. For the second time, NBC has changed the air date for Mary Tyler Moore's hosting gig on Saturday Night Live. Honestly.

The latest date, as of yesterday, is March 25. Moore had been set for Feb. 11, but a "scheduling conflict" pushed her to March 18. This time, a TV 101 plot that has dealt with a high school student's pregnancy and, tonight her decision to abort that pregnancy. Lisa Trusel plays the young woman, and Matthew LeBlanc plays the would-be father.

CBS. Cops (9-10 p.m., Ch. 29) This video verite series premiered two months ago on New York's Fox-owned station, and on the other stations owned by Fox. Starting tonight, the series goes national, appearing on all Fox affiliates, including Channel 29. It's another of those follow-the-police-as-they-do-their-jobs shows, but this one's a very pleasant surprise.

Shot on location in Broward County, it has the punch of a Fort Lauderdale Vice and more interesting characters and situations than most episodes of a "dramatic" cop show. Fox. Breaking Away (9:45 p.m.-ll:55 p.m., Ch. 12) It's unusual for public television to latch onto a relatively modern film as a fund-raising offering, but the 1979 drama Breaking Away has all the right ingredients. It's a tasteful, artistic and exciting movie, it has the kind of family-unity message and uplifting climax that should send viewers diving to their phones to make pledges, and it even has opera and classical music on the Even if you've seen this movie a few times, it's worth another visit and will provide renewed appreciation for the depth of the very talented cast.

Dennis Christopher stars as the Indiana youngster who dreams of winning a bicycle race (in the manner of his Italian heroes), but check out the other players. Dennis Quaid of The Big Easy plays a former high school football star, John Ashton of Beverly Hills Cop plays his policeman brother, Paul Dooley of Coming of Age plays the father, and Daniel Stern (the adult narrator of The Wonder Years plays the charmingly inept Cyril. Peter Yates directed, and Steve Tesich won an Oscar for his screenplay. Murphy's Law (lo-ll p.m., Ch. 6) On tonight's show, Murphy (George Segal) finally gets a chance to spend some time with his daughter.

And just in time: After next week's show, Murphy's Law moves to Cancellation Avenue. ABC.
