A memorial service will be held at 6 p.m. July 31 at Temple Sinai, 16th Street near Military Drive, Washington. Lotte Blum Bernheimer, 77, of Center City, died Saturday in an automobile accident in Toms River, N.J.

She was a graduate of Girls High School and Temple University. She received a degree in physical education, but during her 11 years with the Philadelphia school system, she worked as a guidance counselor. She was a member of the Philadelphia Art Museum, the Barnes Foundation, the Philadelphia Orchestra and the Annenberg Center. Surviving are two daughters, Joan Sahl and Susan Craige; three brothers, and three grandchildren. A memorial service will be held at 10 a.m.

By Bruce Dunford Associated Prist HONOLULU While most state governments are pinching pennies and cutting services to make ends meet, Hawaii ended the fiscal year with a $340 million surplus, according to the state's top fiscal official. Hawaii will rank No.

1 or No. 2 in the nation on the proportion of surplus to budget, depending on how Alaska treats its windfall oil revenues resulting from the gulf war, said Arturo Perez, a fiscal research analyst for the National Conference of State Legislatures. "A lot of states wish they were like Hawaii," said Perez, who noted that only a few states even come close to Hawaii's financial situation. At least 31 states had budget shortfalls when they approached the June 30 end of their fiscal year, but became "rather innovative on how to cover it to end the year without a deficit," such as postponing state payday from June 30 to July 1, he said. Connecticut and Pennsylvania still have not passed budgets for the new year.

Surplus for Washington Washington state is carrying a $400 million surplus into a $15.7 billion, two-year state budget with a $260 million "rainy day" fund as a backup. Hawaii lawmakers approved a $5.5 billion two-year budget. In Alaska, where royalty from oil production provides 85 percent of state revenue, the annual operating budget is $2.37 billion, and state officials reported a cash surplus of $150 million. Idaho, with an annual budget of just under $1 billion, ended the fiscal year with a $27 million surplus. West Virginia ended the year with A $4.1 million surplus on a $1.9 billion annual budget, but that follows $500 million in increased taxes over the last two years and authorization for borrowing up to $100 million.

It Hawaii, a surge in revenues in thje final month of the fiscal year boosted the surplus about $120 million 'over earlier projections, said Yukio Takemoto, director of Hawaii's Department of Budget and Finance. Revenues up Revenues for the fiscal year that ended June 30 were $2.37 billion, up 11.2. percent from the previous fiscal yeri with June revenues up 21.5 percent over June of last year, the state Department of Taxation reported. Only a 6 percent increase had been forecast by the state Council on Revenues, a blue-ribbon panel of economists and financial experts that makes the official guideline on which the legislature bases its spending decisions. The council's forecast, in March, was based on the anticipated economic impact of the national recession and the gulf war on Hawaii's economic mainstay tourism.

While there was a significant slump in tourism, the rest of Hawaii's economy kept chugging along at full steam, especially construction. Key lawmakers had cited lower revenue estimates in deciding earlier this year to return only $1 per person under the state Constitution's mandatory tax rebate, paid when the state's revenues exceed expenditures by 5 percent in two consecutive years. Lawmakers could have returned $370 to each Hawaii resident and still have left the state's bank account in the black, said Lowell Kalapa, executive director of the Tax Foundation of Hawaii, a business-oriented tax research organization that estimated the state's cash surplus at $372 million. and Hershey Foods. From 1981 through 1988, he was director of facilities at Morris Arboretum of the University of Pennsylvania in Chestnut Hill. He was a graduate of Washington University in St. Louis, a former Sea Scout, a Navy veteran of World War II and the Korean War and a member of the Registered Professional Civil Engineers. Maceo W. Hubbard, 92, died Wednesday at his home in Chevy Chase, Md. He was a former resident of Philadelphia. He was a 1922 graduate of Lincoln University and a 1926 graduate of Harvard Law School. Air Force confirms it discovered cracks in F-16 fighter planes By Robert Burns Asuocialed Press WASHINGTON The Air Force yesterday confirmed that it had discovered cracks in some of its F-16 Falcon fighter planes but called them relatively minor, not enough to ground the fleet. Capt. George Sillia, an Air Force spokesman, said cracks had been found in 10 F-16s operated by the U.S. Air Force and in 10 F-16s sold to other countries that he could not immediately identify.

The cracks are at a point where the wing attaches to the plane's body. "These are hairline cracks that you could barely see with the naked eye," he said. Sillia said the Air Force had found the cracks in routine maintenance and that repairs were being made. He said the Air Force expects to reinforce the vulnerable spot at the wing joint on all 1,600 F-16s in the U.S. fleet, at a cost of of $250 million.
