One analyst estimated that Commodore had failed to sell more than 50,000 of its CDTV units nationwide. Joseph Muoio, whose Software Hut in Sharon Hill is one of only five Philadelphia-area retailers selling the machines, said he had sold just 70. Commodore doesn't release sales figures for specific products until the numbers surpass a million. That, the company acknowledges, hasn't happened yet. And Commodore isn't the only electronics firm to stumble with interactive, multimedia CDs for the home market.

Philips' Compact Disk Interactive (CDI), introduced just in time to languish in last year's recession-bound Christmas shopping season, was a dud, too. "There really is no market built for these products yet," said Tim Bajarin, president of Creative Strategies International, a Santa Clara, firm that keeps track of the personal-computer business. "CDTV and CDI are the two existing products, and they've barely scratched the surface." Now Tandy Corp. is about to start selling another version of the same kind of toy. Will people buy? Maybe.

Tandy's Video Information System (VIS), due in October, may have a better shot, say analysts and software developers. It will have the retailing power of 7,000 Radio Shack stores to distribute the product, an aggressive advertising campaign in time for the Christmas buying season, and a product that uses standard computer language, which makes it easier and more rewarding for software developers to create CD titles. Having learned from their mistakes, and with Tandy about to invade their tiny turf, Commodore and Philips are adjusting their game plans. "Our marketing is aimed at current Commodore computer owners or aimed directly at schools or libraries," said David Archambault, Commodore's director of business marketing. ''Beyond that, the fact that CDTV can be easily expanded to a full computer is a major advantage for us." Philips has promised dealers and software developers a big push for thjs Christmas season.

''Tandy will start out slow," Bajarin predicted. "There is a good target market traditional homes with disposable income. These are people who may have been looking at a computer but they don't need one for the typical things you use a computer for. Maybe they want it to educate their kids, they want sophisticated games." Maybe they'll ignore it just as they ignored CDTV and CDI. But VIS software developers, some of whom were disappointed by their experiences with CDTV, are hopeful.

A major benefit software developers see in Tandy's VIS is that the software language at the root of the system is much closer to the multimedia standard being touted by software powerhouse Microsoft Corp. for personal computers. With relative ease, the developers can take software they produce for VIS and make it useful for users of Microsoft's multimedia PC standard. Smaller multimedia software developers can't afford to ignore that potential market. The biggest problem for developers of CDTV software isn't the issue of standardization; rather, it's the product's poor reception in the marketplace.

After all, if no one buys CDTV units, they're not going to buy CDTV software. "The real problem with CDTV was that Commodore had almost no presence in the marketplace," said Paul Dellevigne, director of market development for Applied Optical Media a West Chester company that makes interactive programs for CDTV and Tandy's VIS. "Tandy starts out of the gate with 7,000 retail outlets." CDTV, available in about 1,200 retail outlets nationwide, "never met completely the sales expectations," said Software Hut's Muoio. "People understand what computers can do for them, but they never really latched on to what these interactive players can do. It's a hard message to get out." What they can do is impressive.

Applied Optical Media produces several titles for CDTV and VIS, including the World Vista Multimedia Atlas, which lets users zoom in on political maps, see economic and cultural information about a country, and hear samples of its language and folk music. Context Systems of Hatboro, is working with Gannett Co. Inc. to produce USA Today, The "90s, Vol. 1.

It will contain stories, photos and maps from the nationally distributed newspaper, plus audio recordings of important speeches. "It's the perfect newspaper for multimedia," said Paul Kelly, vice president for marketing, "because the articles are so short." All the products let the users easily jump from maps to pictures to text by using a remote-control device not unlike the kind used to control television sets and VCRs. "I've seen 4-year-old kids pop in a Sesame Street disk and entertain themselves for hours without anyone showing them how to use it," said Russ Hoffman, a salesman at Bryn Mawr Stereo in Bryn Mawr, where the Philips product is sold. Unfortunately for the manufacturers, software developers and retailers, the public never found out what a nifty toy it was. "People don't come into the store looking for CDI," Hoffman said, "because they've never heard of it." By Christmas, Philips has told dealers, it will take out more ads and offer some new technology, including an add-on device that will let CDI owners use their machines to play movies recorded on compact discs.

Each movie, however, will require at least two CDs. And the quality, Philips has told dealers, will be better than videotape but not as good as laser disc. Commodore, meanwhile, is positioning the CDTV in two new directions, while continuing to try to crack the mass market. It will try to sell CDTV to libraries and schools as an educational tool. And it will pitch it to people who own or are buying Commodore's Amiga computers.

As part of the new marketing scheme, it will sell a CD drive that will let Amiga owners run CDTV programs on their Amiga computers, which should make software developers happy. It also is selling the CDTV product in a package deal with the Amiga 3000 computer. "When we did post-purchase studies, we found that people who bought the CDTV liked the idea that they could turn it into a computer," said Commodore's Archambault.
