6-C Saturday, Feb. 16, 1991 The Philadelphia Inquirer What comes on at 10, but is really TV tonight bizarre-o serial, and tonight's in September with Connie Selleca By GAIL SHISTER I jL, 7t I TVradio A By David Bianculli It's such a close prime-time ratings race this season that virtually every hour counts and CBS, with so many hours of series deadwood, is trying to ignite some flames, and attract some viewers, by mounting some memory-lane specials from its good old days. Happily, tonight's three very best bets dont overlap: Start with the All in the Family special, move on to Twin Peaks and conclude with Saturday Night Live. All in the Family 20th Anniversary Special p.m., Ch. 10) This special kicks off a terrific troika of CBS salutes to classic shows from years past.

This one is hosted episode is numero 16. David "Blue Velvet" Lynch and Mark Frost are producers. The show finished 85th last week in the Nielsens Maria Shriver's next First Person NBC special, to air Feb. 28, will feature actress Demi Moore, Chicago Bulls star Michael Jordan, singer Gloria Estefan and the Rev. Al Sharpton.

Rather to i Riyadh: In his first official act as exec producer of CBS Evening News, Erik Sorenson dispatched anchor Dan Rather to Riyadh, Saudi Arabia, Thursday night. Rather's anchoring stint, which began last night, will continue -indefinitely, says a CBS News spokeswoman. Sorenson replaced Tom Bettag as E.P. on Wednesday. Janet King, 38, Channel 3 unit, manager since July and a 10-year station vet, is leaving Tuesday to become unit manager for a new -PBS kids game show, Where in the World Is Carmen Sandiego? The New York-based weekday show, based on the popular computer game, will launch in late August.

No host yet. Hard to believe, but Channel 29's The Ten O'clock News, The Little Engine That Could, chugs its way to five tomorrow. "I knew there were a lot of doubts around town that we'd see five years, but I always believed we'd make it," says WTXF-TV news boss Roger LaMay, 37. "There's absolutely no doubt in my mind that we can compete with anybody in this market." Since carving a newsroom out of what had been TXF's basement film library, LaMay has watched his staff grow from 28 to 50. His budget, newsroom sources say, has expanded by 50 percent, to $3 million a year.

And his newscast has doubled in length, to an hour. "Now that we have more people, we can go more places and do more things," says charter anchor Lee McCarthy, 48, the newsroom's elder statesman. "The quality of our staff stacks up with anybody else in town. Although we don't compete directly with other stations, we're definitely a tenable product" It hasn't been all roses for in the lead role. Those plans exploded when Selleca and Columbia, the production company, parted ways in a contract dispute in August.

New face. Although Tim Meadows made his Saturday Night Live debut last week, NBC waited until yesterday to announce his addition to the cast. (Go figure.) Anyway, here's the scoop: Meadows is 29, a native of Detroit, plays the sax and is a three-year veteran of Chicago's famed improv comedy troupe, Second City. He's the fourth "featured performer" to join SNL this season, following Julia Sweeney, Chris Rock and Chris Farley. Short stuff.

Better catch Twin Peaks tonight if you're a fan. It's the last you'll see of the show for a while. Yesterday ABC said the show was a disappointment and that it was pulling the plug after tonight's episode. It will return who knows when. The network had ordered 22 segments of the Joanne Woodward in Oscar-winning role from "The Three Faces Eve." LaMay, of course.

Enduring three changes in station ownership from Taft to TVX to Paramount pushed back the launch of an hour-long broadcast at least a year, to March "90. And even with new, larger quarters, LeMay's newsroom is bursting at the seams. "We've gone exactly where we said we'd go in the beginning," says LaMay. "Our biggest problem, early on, was gaining acceptance in the community. To get people thinking, when there's" news, to call four stations, not just three.

It's something we're intensely aware of." For LaMay, The Ten O'CIock News came of age at last year's local Emmy Awards, when its coverage of the SEPTA crash at 30th Street Station won for best spot-news coverage. "I'd always thought a mark of this news operation would be our ability to compete on major breaking news," says LaMay. "Winning that Emmy said to me we had arrived." "Baby" due. ABC'siong-awaited Baby Talk, starring Julia Duffy, with Tony Danza as the voice of Baby, will get a special preview March 8 at 8.30 p.m., the network announced yesterday. Baby Talk, Ed.

Weinberger's adaptation of the big-screen hit, Look Who's Talking, takes over its regular 9:30 p.m. Friday slot as of March 15. Current occupant of the time period, Going Places, completes its episode order on March 8. It has a shot to make the fall lineup, ABC says. Baby Talk was to have debuted by series creator Norman Lear, and includes separate interviews with all the original cast members.

Also included, but largely superfluous, are comments from the show's original fans and oes. The clips are what count here, and what make this special so interesting: Subjects range from still-sensitive topics (Archie Bunker's rantings about why young men should fight wars) to such wholly comic bits of business as the socks-and-shoes debate between Carroll O'Connor's Archie and Rob Reiner's Meathead. CBS. The Three Faces of Eve p.m., Ch. 12) I really like this 1957 movie.

So do I. Well, I don't, because it's dated, and Sybil was better. Don't listen to him; Joanne Woodward is wonderful in this portrait of a woman with multiple personalities, and won an Oscar for it. Yeah, and this movie was scheduled by Channel 12 beore she was nominated for another Oscar this year. So that's two thumbs up, and one thumbs down (from me), so the majority rules.

Enjoy. Twin Peaks (10-n p.m., Ch. 6) Last week's episode, the one directed by Diane Keaton, was the best Twin Peaks in months: visually quirky, alternately comic and chilling, and certainly fascinating. The Wizard Oz allusions were a riot, especially considering David Lynch's obsession with them in Wild at Heart, and Keaton did so well with Twin Peaks that the show should consider her a Lynch-pin of sorts to help hold the show together while the real Lynch is away. So far as plot turns went, we learned that Josie may have shot Agent Cooper, and we got a quick peek (thanks to freeze-framing some photographs) at the three women whom Windom Earle had singled out as possible queens in his deadly chess game: Audrey, Shelley and Donna.

This week, Billy Zane joins the cast as Ben Home's new business partner. Zane, it should be pointed out, played the charming psychopath in Dead Calm. Just what the show needs: another potential psychopath. ABC. Saturday Night Live (11:30 p.m.-l a.m., Ch.

3) Here's a show where almost anything can happen. Roseanne Barr is the guest host, and there are almost too many possibilities for Barr-related sketches. Will she open the show by singing the national anthem? Moon the audience? Viewers will be the first to know. NBC.
