Despite its strong start, George had begun to slip recently, and critics wondered if the serious political content wasn't undermined by the fluffy celebrity pieces and racy photos on the cover. Ad revenue tumbled 20 percent in the first half of the year, and the number of ad pages fell 30 percent, according to the Publishers Information Bureau. Paid subscriptions edged 5 percent higher to 313,000 in the six months ending in December 1998, the most recent period for which figures are available from the Audit Bureau of Circulations. But George's newsstand sales, which are more closely watched as an indicator of a magazine's popularity, tumbled 28 percent in the same period to 91,000, according to the ABC.

Another sign of possible trouble for the magazine came this spring when a key supporter of the publication, David Pecker, resigned as head of George's publishing partner, Hachette Filipac-chi Magazines. New York media columnists have said that Kennedy was unhappy with the support he was receiving from Hachette, and that changes at the magazine might be in the works by the time Ha-chette's four-year publishing deal with George expires at the end of the year. The new amendment encourages the location of schools near urban areas and to co-locate them with parks, libraries and community centers where possible. Associated Press NEW YORK For John F. Kennedy New York was more than a refuge from celebrity. He was a New Yorker, enjoying the city's offerings and working to make life better for its poor. One project is studying how the city can make life easier for its disabled citizens. Picking up where his mother left off, Kennedy attended last year's opening of the renovated Grand Central Terminal, which Mrs. Onassis had fought to preserve when its owners threatened to build an office tower above it in the 1970s. At Grand Central's re-opening, Kennedy praised his mother as "at heart a New Yorker," and he shared her interest, said Leonard A. Lauder, chairman of the Whitney Museum of American Art another favorite project of and her son.

"He chaired the Whitney Gala during one of our most successful years," Lauder said. But Kennedy wasn't only interested in putting on a tuxedo for a museum fund-raiser. He rode the subway, stripped off his shirt to toss a Frisbee in Central Park and, unshaven and in a baseball cap, often stopped to read newspapers over coffee at a cafe in his downtown neighborhood, Tri-beca. In 1993, he campaigned for David Dinkins, the city's first black mayor, in his unsuccessful re-election bid. More recently, he and wife Carolyn Bessette Kennedy worked to defeat a plan to build a multiplex movie theater into their neighborhood.

"He was a real good guy. It's a real tribute to Jackie that he turned out the way he did. But I guess, with the genes he had, he was going to turn out great anyway," Dinkins said. Some of the tributes placed at his industrial-looking apartment building bouquets, candles, teddy bears and balloons were reminders of how much he meant to the neighborhood and the city. "He was just a great person.
