"You have to pay tax on the T * full amount of the commission ,, income," the Internal Revenue,· Service ruled. Its agents con-.. tended that the broker was not,; entitled to deduct the rebates, · and discounts since his payment'. of them was a clear violation o f . The in-;:, come tax is a t ax on income; and an amount which was never , ncome to the taxpayer cannot ^ 3e taxed. From the moment of " the sale of insurance, the bro» " ker was not entitled to the full amount that he billed his cus- ' tomer, but only to a reduced amount. That being the case,'· the insurance broker never did-. have the income in question; and, therefore, the standards applying to the allowability of, deductions didn't apply t« his situation. The newspaper said Nicasio Tuazon, editor of the Angeles, City Mail, was kidnaped and is, believed to have been killed because he knew too much about, the Huks, a terrorist group that collapsed 10 years ago but has revived in central Luzon. The Bulletin, in a report from Pampanga Province in the heart of Communist territory, said the kidnapingg occurred during the past five months in the area of Angeles City.
