The intervention by 2 House members is the lates in a series of efforts to reverse the decision by Transportation Secretary William T. Coleman Jr. allowing 1 months of trial flights t Washington and New York. Rep. Elizabeth Holtzman D-N.Y., said the administra tion should make public anj secret agreements with th British or French govern ments regarding the superson ic transport, commonly callec SST. Rep. Lester Wolff, D-N.Y. said Coleman had agreed t testify about the foreign poh cy implications of his decisio within two weeks befor Wolff's international relation subcommittee on future for eign policy Wolff said he and his col leagues want to "preven thousands of American worn en, men and children from being used as guinea pigs to mollify the British and French governments." "Frankly I think foreign policy played a overriding role," Wolff said. Sen. Clifford Case, R-N.J., and Rep. Bella Abzug, D-N.Y., also have pledged a congressional fight to overturn Coleman's ruling allowing six SST flights daily to New York and Washington during the 16- month trial period, which could begin this spring. "We will inquire as to whether the secretary has ignored congressional mandates intended to put a lid on aircraft noise, especially in view of his admission that Concorde will be twice as loud as the worst present commercial jet," a group of them said yesterday. Noise is the Concorde's biggest enemy. Also, there are fears its exhaust might harm upper atmospheric ozone layer, which screens out cancer- causing ultraviolet rays, and there are concerns about its high fuel consumption. Arguments that loud aircraft noises are physically harmful suffered a setback with a report from University of Washington psychologists Fred Fiedler and Judith Fiedler in the social science journal Human Behavior. They said interviews with 302 residents near the Seattle- Tacoma Airport and 89 residents of a quiet area showed some airport area dwellers were "very much aware of the noise" but many were unaware of it and there was no sign the airport group had more headaches, nervousness or other physical problems. Mercenary executions confirmed LONDON (AP) -- British mercenaries back from Angola confirmed reports that 14 of their comrades were murdered there last week on the orders of their British Cypriot commander, London newspapers reported today. Four of the men who returned yesterday said they were in the firing squad, the Evening News reported. They said a machine gun was trained on their backs and they were told, "It's either you or them," the paper said. About 50 mercenaries returned from the civil war in Angola yesterday after apparently fleeing from the Western-backed National Front they were hired to fight for. They told Scotland Yard detectives the 14 soldiers of fortune were killed because they wanted to go home, the Evening News said. The executions were first reported by two American correspondents in Angola. Prime Minister Harold Wilson told the House of Commons Monday "there is little doubt" some British mercenaries were executed, and he ordered a government commission to investigate the recruitment of hired soldiers in Britain. WASHINGTON (AP) -Kansas City could lose this year's Republican convention, possibly to Miami Beach, in a dispute over hotel space, party leaders say. Kansas City officials claim they may fall as much as 10 per cent short of providing the Republicans the 16,000 rooms promised for the August event. GOP officials say if they can't have all the rooms pledged they are prepared to move their convention to another city. Kansas City Mayor Charles Wheeler said he and hotel representatives are trying to find extra accommodations. "Presumably the mayor will exert pressure on the hotel association to come up with the rooms we were promised," a GOP spokesman in Washington said He said the party is hopefu the dispute can be settled and the rooms found so the con vention can stay in Kansas City. ^ "We are certainly not anx ious to move it," he said. Bui other party officials said tha a shift in the convention site is a real possibility. "We did it in May of 1972 and we could do it again if we have to," said Josephine Good, the party's convention director. In 5972, the convention was moved from San Diego, Calif., to Miami Beach. The Florida resort also was the site of the 1968 Republican convention. Miss Good said Miami Beach would almost certainly be the alternative site. The apparent shortage of hotel rooms in Kansas City is generally due to the desire by big hotels there to hold back some rooms for other customers. Providing the Republicans with all 16,000 rooms, as promised, will nearly fill up every room in the city, she said.
