Morsheim presents the Pag. A.IO--INDEPENDENT H«M. tur ». wr ' new · · i in ress Seen in New Plan By ROBERT E. LEE i (lB4.iwM.il WMhlnitm Buruu) WASHINGTON-'nie admin Istratton has suggested that a bl partisan Senate delegation lit In with Harold Stauen at the next round of disarmament talk* In London, the Independent Washington Bureau wai In' formed Wednesday. '· The proposal appeared to Indicate that the United States-for the first time since dliarma ment talk) began--thinks the Kail-West roadblock may be broken, with real progress a !!§· tlnct possibility. The administration suggestion was made by Secretary of State Dull*s to Sen. Humphrey (DFL- Minn) Chairman of a . special Senate subcommittee on disarmament LONG BEACH HUMPHREY, at Dulles' request, has called a super-private meeting of the subcommittee for this afternoon to hear the secretary and SIAssen describe the present status of negotiations, Stassen Is due to return to London for resumption Monday of the five-power talks with Russia, the United Kingdom, France and Canada, -· Possibility of a break-through was further emphasized by a White House announcement that Stassen will meet with the national security council this morning to discuss the new round of talks. The council Is the nation's top level board on domestic defense and International strategy. Arrangement of the subcommittee meeting was considered e v i d e n c e the Administration thinks It may have something productive In the works at the London bargaining table. The Thursday session will be the first formal bl-partlsan consultation between the Administration and Congress since Stassen started negotiating on disarms^ ment two years ago. · · · · - · ' BUT EVEN MORE significant was the suggestion that senators be Included In the U. S. delega tlon for the first time. This was read, as a sign of cither a real possibility that the Russians will agree to an accept' able, limited plan for dlsarma ment and Inspection, or an ad 1 ministration decision to demand a firm Red answer to the U.S. proposals, Because, any agreement would have to be ratified by the Senate, the Administration understandably, would want members of that body on hand If a breakthrough 1* even remotely in prospect.. , . v If the plan for senators Inclu slon In the U. S. delegation goes through, Humphrey--who has just returned from a tour of the Mideast and Western Europe--probably would be one. , * · · . ,. -' SEN. WILEY (R-Wlsc), rank- Ing minority member of the Senate Foreign Relations Committee, has been suggested as one possibility from the GOP side. Dulles and the senators may even decide what four members should go. Senators briefing session will constitute an unusually Influential : group. The Humphrey subcommittee Includes Republican Senate lead* er Knowland (Calif), Sen. Hlcfe enlooper (It-la), the COP'S lead- Ing Senate expert on atomlu matters, Sen. Bridges (R-NH) and Wiley. . .-..- · w - : · Besides these men, also sitting, at what Humphrey called "* very Important executive session" will ba Senate Democratic Leader Johnson (Tex), Chairman Russell (D-Ga) of the Foreign Relations Committee. Anything like a unanimous expression by this group on the Dulles-Stuten bargaining fac- the ties'could strengthen Stassen'* Thursday I hand Immeasurably at London.
