(O) Yes (O) No VOLUNTEER FIRE AND EMERGENCY SERVICES REFERENDUM PLAIN ENGLISH STATEMENT OF ACT 89 OF 2002 The purpose of the ballot question is to determine whether Pennsylvania voters want State government to borrow $100,000,000 to establish a program that utilizes various forms of funding, including capital and other related methods, to enhance and imporove the delivery of volunteer fire and volunteer emergency services in Pennsylvania. The limitation of the ballot question is that its approval by the voters does not establish a program to impove the delivery of volunteer fire and emergency services in Pennsylvania. Rather, the General Assembly must enact a law establishing a program to improve the delivery of volunteer fire and emergency services. Approval of the ballot question would authorize the General Assembly to borrow up to $100,000,000 to fund the program. The effect of the ballot question is to empower the General Assembly to increase the Commonwealth's indebtedness by up to $100,000,000 to fund the improvement of volunteer fire and volunteer emergency services in Pennsylvania. BALLOT QUESTION For the Borough of Clymer, The Township of Cherryhill and the Township of Pine. Do you favor eliminating the occupation tax (a tax based on job classification not income) in exchange for an increased earned income tax (a tax based on income) from a current rate of .50% to a maximum rate of .90% and a new total tax rate together with the municipalities of 1.40% (O) Yes (O) No OPTIONAL OCCUPATION TAX ELIMINATION QUESTION PLAIN ENGLISH STATEMENT Voters are being asked to consider eliminating a tax known as the occupation assessment tax (which is based on job classifications) and replacing the tax revenue lost by increasing the earned income tax (which is based on income and not job classification). The School Districts proposed new rate for the earned income tax is stated in the Resolution, as is the maximum rate (which includes the earned income tax rate charged by the school district and the earned income tax rate that will apply to boroughs and townships who also have an earned income tax). Upon voter approval, this change in taxing method is permitted by the Optional Occupation Tax Elimination Act.
